中国城市养老资源需求与供给分析

【摘要】：老龄人口的迅速增加为建设养老保障体系提出了新的要求,亟需政府、市场、家庭和个人为保障老年人的权益做出应有的贡献以起到解除人们后顾之忧,维持社会稳定的作用。我国有着悠久的孝文化,中国政府也一向重视老年人的养老问题,投入了大量的人力和物力以保障老年人的晚年生活。但是养老资源作为一种包含着准公共品和私人品的混合资源,究竟政府、社会、家庭和个人的责任边界在哪里?这四类供给主体在构建养老保障体系中应当扮演怎样的角色?作者认为,分清这四种供给主体供给的养老资源的不同属性对于未来的养老保障体系建设是十分重要的。本文以不同供给主体供给的养老资源为切入点,从养老资源的需求和四种养老资源供给主体的属性为出发点,构建了养老资源的需求与供给框架。并通过这个框架分析了四种养老资源如何才能发挥出最大的效用,确定了四者的责任范围。本文研究表明政府应当起到宏观引导和保障基本生活条件的作用,市场应当发挥提供针对性和专业化养老资源的作用,家庭应当发挥提供精神资源和更高层次生活保障养老资源的作用,个人主要是应当尽余力为自身供给精神资源和一定限度的物质资源。只有四种供给主体的养老资源协同配合,才能构建综合养老保障体系,最终实现“老有所养”。
[Abstract]:The rapid increase of the aging population puts forward new requirements for the construction of the old-age security system, which urgently needs the government, the market, the family and the individual to make due contributions to the protection of the rights and interests of the elderly so as to relieve the worries of the people and maintain the social stability. Our country has a long culture of filial piety, the Chinese government has always attached importance to the problem of the elderly, invested a lot of manpower and material resources to protect the old people's life in old age. However, as a mixed resource of quasi-public goods and private goods, where is the boundary of responsibility of government, society, family and individual? What role should these four types of providers play in the construction of old-age security system? The author thinks that it is very important to distinguish the different attributes of the four kinds of main supply of endowment resources for the future construction of pension security system. This paper takes the endowment resources supplied by different supply bodies as the starting point, starting from the demand of the old-age resources and the attributes of the four kinds of endowment resources supply subjects, and constructs the framework of the demand and supply of the old-age resources. Through this framework, the author analyzes how the four kinds of endowment resources can play the greatest role, and determines the scope of responsibility of the four. The research shows that the government should play the role of macro-guidance and protection of basic living conditions, and the market should play a role in providing targeted and specialized old-age resources. The family should play the role of providing spiritual resources and higher level of life to ensure the old-age resources, and the individual should provide himself with spiritual resources and limited material resources as far as Yu Li can. Only with the cooperation of the four kinds of endowment resources, can we construct the comprehensive old-age security system and finally realize the "sense of security for the elderly".
