【摘要】：在建立完善中国社会福利制度框架,构建和谐社会的大背景下,开展医务社会工作,构建健康和谐医患关系已被作为实现"建立基本医疗卫生制度,实现人人享有基本医疗卫生服务"的有效途径之一。本研究借鉴大数据的理念,通过检索综合性文献数据库、专业网站、统计情报、专著查阅等收集有关医务社会工作发展和医务社会工作政策发展的证据,根据医务政策相关证据,开展政策分析,呈现当前我国医务社会工作政策发展现状和问题,并最终提出推进我国医务社会工作的政策建议,为推动医务社会工作发展做出研究贡献,为完善我国医疗卫生服务体系功能,提高卫生系统服务能力,构建和谐医患关系发挥应有作用。研究发现,经过十年发展,我国医务社会工作相较2006年萌芽时期,有了一定程度发展,但存在明显的地域和区域差异。上海、深圳、广州、东莞、北京等地医务社会工作开展较为成熟,其余大部分省市医务社会工作处于破冰和试点探索阶段;医务社会工作社会整体认知、认同程度仍然较低,医务社会工作人才整体匮乏,在社会工作各领域当中,医务社会工作人才相对较少,人才队伍建设阻力重重;医务社会工作相关政策法规基本处于萌芽阶段,政策数量少,缺少强制性规约,医疗卫生系统内部缺乏医务社会工作岗位设置的硬性要求,医务社会工作者的使用、培训、评价、激励政策缺失,医务社会工作服务范围、内容、标准需要政策进一步指引和扶持,医疗卫生系统、社会各界共同扶持医务社会工作发展的局面还远未形成。通过政策分析,研究认为构建和完善我国医务社会工作发展政策,需要在注重引领性政策的基础上,围绕医务社会工作专业人才队伍建设这一核心,关注医务社会工作范围、工作内容与服务标准,配套出台精细化医务社会工作发展政策,逐步推进医务社会工作政策从少到多、从粗到细、由泛到专,为构建系统、成熟的医务社会工作制度体系奠定基础。总体而言,论文尝试在研究内容和研究视角上做出一定的创新。论文借鉴大数据收集清洗数据的方法,在收集医务社会工作相关证据上,注重系统性、完整性和时效性,在政策分析过程中也着力于系统性和全面性。论文从医务社会工作人才培养、医务社会工作服务内容两方面来构建我国医务社会工作政策基本框架,在政策建议方面具有一定创新性。
[Abstract]:Under the background of establishing and perfecting the framework of China's social welfare system and building a harmonious society, the development of medical social work and the construction of a healthy and harmonious doctor-patient relationship have been regarded as the realization of establishing the basic medical and health system. One of the effective ways to achieve universal access to basic medical and health services. Based on the idea of big data, this study collected evidence about the development of medical social work and the development of medical social work policy by searching comprehensive literature database, professional website, statistical information, monographs consulting, etc. According to the relevant evidence of medical policy, this paper carries out policy analysis, presents the current situation and problems of the development of medical social work policy in China, and finally puts forward some policy suggestions for promoting medical social work in China. In order to promote the development of medical social work, to make research contribution, to improve the function of medical and health service system, to improve the ability of health system services, to build a harmonious relationship between doctors and patients. It is found that after ten years of development, medical social work in China has developed to a certain extent as compared with the embryonic period in 2006, but there are obvious regional and regional differences. In Shanghai, Shenzhen, Guangzhou, Dongguan, Beijing and other places, medical social work is relatively mature, and most other provinces and cities are in the stage of breaking the ice and pilot exploration; the overall cognition and recognition of the society of medical social work are still relatively low. The whole medical social work talented person is short of the whole, in the social work each domain, the medical social work talented person is relatively few, the talented person troop construction resistance is heavy; the medical social work related policy regulation is basically in the embryonic stage, the policy quantity is small, Lack of mandatory regulations, lack of mandatory requirements for the establishment of medical social work posts within the medical and health system, lack of use, training, evaluation, incentive policies of medical social workers, scope and content of medical social work services, The standard needs further guidance and support of policy. The development of medical social work is far from formed. Through the policy analysis, the author thinks that to construct and perfect the development policy of medical social work in our country, we should pay attention to the scope of medical social work on the basis of focusing on the guiding policy, focusing on the core of the construction of medical social work professionals. Work content and service standards, supporting the introduction of detailed medical social work development policy, step by step to promote the medical social work policy from less to more, from coarse to fine, from universal to specialized, in order to build a system, The mature medical social work system lays the foundation. In general, the paper tries to make some innovations in the research content and perspective. The paper draws lessons from big data's method of collecting cleaning data, pays attention to systematicness, integrality and timeliness in collecting relevant evidence of medical social work, and also focuses on systematicness and comprehensiveness in the process of policy analysis. This paper constructs the basic framework of medical social work policy from two aspects: the training of medical social work talents and the content of medical social work service.
