老年人力资源开发的社区支持研究

【摘要】:人口老龄化问题正在充斥着全世界各个国家经济和社会的发展进程。而我国这样一个人口数量基数大,国民经济底子薄的国家,人口老龄化更是一个需要急切关注和解决的问题。我国实行的一刀切的退休政策,越来越多的老年人才就这样脱离了社会发展,而回归家庭所在的社区,进入了在家养老的闲暇生活。我国社会随着老年人数量的增加,“四二一”的家庭格局逐渐影响着家庭和社会的经济发展,给中国家庭带来了很大的压力;而在我国经济发展过程中,需要各方面人才支持的情况下,如果使这些在闲置在社区中的有技术、有经验、有热情和意愿,想要再次参与社会的老年人力资源合理开发和利用起来,是我们面临的一个重要的问题。 老年人才没有合理的开发和利用起来的原因不是他们不愿意,我国现在超过60岁的老年人都是经历过改革开放,为中国建设奉献过力量和极具热忱的,他们对社会的发展有着我们年轻人所不能比拟的热情。只是没有好的渠道和途径来组织和帮助他们去发挥余热,实现再次投身社会建设的意愿。 解决老年人才合理利用和开发的问题,应该通过社区的作用和独特优势。经济转轨、社会转型后单位人逐渐演变成了社会人、社区人,大量退休老年人口已开始进入社区,由社区进行管理和照顾,实行社区化管理。而社区有政府的支持,有社会的协作,我们应该充分发挥社区工作职能,充分利用社区基础设施,通过完善社区的为老服务,代替政府使这些离退休老年达到价值最大化,为了社会经济发展做贡献。 但是我们现在的社区还远远没有达到这个要求,社区的基础设施还不够完善,还没有充分的发挥出它社区的工作职能来为老年人服务。利用社区的特殊作用和优势来让老年人才能够最大限度的发挥他们的余热,使他们晚年生活更有意义,改善他们个人和家庭的生活状态和经济状况,为社会的发展做出重要贡献,这些依然是我们现在的社区工作所缺乏和急需要改善的。 本文通过阅读和梳理相关文献资料,分析了我国老年人才没有得到发挥和利用的现状以及对老年人的生活和社会发展的影响。并且采用的问卷调查的方法,以长春市绿园区为例,以随机抽样的方法对老年人进行了调查和结果分析,发现了目前社区在老年人才资源合理开发利用上面的一些问题,并提出了如何充分利用社区的功能和优势,对老年人力资源开发进行社区支持的相关对策和建议。
[Abstract]:The problem of population aging is full of the economic and social development process of every country all over the world. However, in a country with a large population base and a weak national economy, the aging population needs urgent attention and solution. In our country, more and more old people get rid of the social development and return to the community where their families live, and enter the leisure life of old-age care at home because of the across-the-board retirement policy in our country. With the increase of the number of the elderly in our society, the family pattern of "4 / 21" has gradually affected the economic development of the family and society, which has brought great pressure to the Chinese family; however, in the course of the economic development of our country, With the support of people from all walks of life, if these older human resources who are idle in the community have the skills, experience, enthusiasm and willingness to participate again in the development and utilization of society's human resources, Is an important problem we face. The reason why the elderly do not have reasonable development and utilization is not that they are unwilling to do so. All the elderly people over 60 years of age in our country have gone through the reform and opening up policy, and have devoted their strength and enthusiasm to the construction of China. They have an unparalleled enthusiasm for the development of our society. But there are no good channels and ways to organize and help them to exert their afterheat and realize their willingness to commit themselves to social construction again. To solve the problem of rational utilization and development of the elderly, the role and unique advantages of the community should be adopted. After the economic transition, the unit people have gradually evolved into social people, community people, a large number of retired elderly people have begun to enter the community, by the community to manage and take care of, the implementation of community management. And the community has the support of the government and the cooperation of the society. We should give full play to the function of community work, make full use of the community infrastructure, and take the place of the government to maximize the value of these retired elderly people by improving the community's service for the elderly. To contribute to social and economic development. But our community is still far from meeting this requirement, and the infrastructure of the community is not perfect enough to give full play to the work function of its community to serve the elderly. Using the special role and advantages of the community to enable older persons to maximize their remaining heat, to make their later years more meaningful and to improve their personal and family living and economic conditions, Make important contributions to the development of our society, which are still lacking in our community work and urgently need to be improved. By reading and combing the relevant literature, this paper analyzes the current situation of the elderly in our country who have not been brought into play and used, and the influence on the life and social development of the elderly. With the method of questionnaire, taking Changchun Green Park as an example and using random sampling method to investigate and analyze the results of the elderly, we find some problems in the rational development and utilization of the elderly talent resources in the community at present. And put forward how to make full use of the functions and advantages of the community, and put forward the relevant countermeasures and suggestions on community support for the development of human resources for the elderly.
