农村知识化动力机制研究：重庆市例证

【摘要】：在当今知识经济时代,经济和社会的发展都离不开知识的支撑,而知识贫困是导致当今中国“三农”问题的根源所在。我国是一个农业大国,没有中国农村知识化就不可能有中国完整的现代化。农村知识化是是破解我国“三农”问题的密匙,是农村经济建设、政治建设、文化建设、社会建设和环境建设的重要保障。因此,实现农村知识化既有利于合理配置城乡知识资源,促进城乡协调发展,也是推动社会主义新农村建设,全面实现小康社会的现实需要。首先,本论文在梳理和归纳国内外相关研究的基础上,界定出农村知识化及其动力机制的核心概念。基于内外生动力子系统,从动力产生、动力传导和动力表达三要素入手,通过子系统之间和要素之间的作用机理对农村知识化动力机制进行了系统分析,构建出简要的动力机制框架。并在前人有关知识能力指标体系的研究上,联系我国农村实情建立了农村知识化动力机制指标体系,对其中重要的指标进行了阐述。根据对农村知识化建设动力机制的系统研究,得出结论为：内生动力子系统是农村知识化动力机制的关键,受外生动力子系统的影响,共同拉动农村知识化动力机制的发展；动力产生、动力传导和动力表达三要素并非独立存在,它们是一种相互影响、相互制约的系统力,各部分有机地形成一种连续型的农村知识化发展体系,推动知识化发展。其中,动力产生要素是农村知识化动力机制的原动力,动力传导要素是连接产生要素和表达要素的纽带,动力表达要素是产生要素的表现形式,并对此产生能动作用。其次,基于前文对农村知识化动力机制的系统分析,本文对重庆市农村知识化进行了实证研究,通过动力机制的发展测评,可知重庆市农村知识化目前存在的问题及成囚如下：动力产生要素推力有限,农村经济发展滞后,无法为农业和教育投资提供稳定扎实的经济基础和物质动力；动力传导要素沟通不畅,农业、教育投资稀少；动力表达要素效果微弱,无论是农民的自身文化素质、农业的科技转化率,还是农村整体的文化氛围都有待进一步提高。最后,本文根据成因分析,指出应提高动力机制的目标,做到动力产生源源不绝、动力传导顺畅高效、动力表达充分合理,并围绕此目标有针对性地提出了推动重庆市农村知识化的对策建议。以期通过政府的主导作用,积极投资农业教育；以农民为本,提高农民整体素质；发展高科技农业,建立发达的农村市场；传承农村优秀文化,建设农村知识乐园等措施,充分发挥动力机制的推动作用,促进重庆市农村知识化的又好又快发展。
[Abstract]:In the era of knowledge economy, the development of economy and society can not be separated from the support of knowledge, and knowledge poverty is the root cause of the problem of "agriculture, countryside and farmers" in China. China is a large agricultural country, without the knowledge of China's rural areas, there can be no complete modernization of China. Rural knowledge is the key to solve the problem of "agriculture, countryside and farmers" in China. It is also an important guarantee for rural economic construction, political construction, cultural construction, social construction and environmental construction. Therefore, the realization of rural knowledge is not only conducive to the rational allocation of urban and rural knowledge resources, promote the coordinated development of urban and rural areas, but also to promote the construction of a new socialist countryside, the realization of a well-off society in an all-round way. Firstly, this paper defines the core concept of rural knowledge-based and its dynamic mechanism on the basis of combing and summing up related researches at home and abroad. Based on the internal and external dynamic subsystem, starting with the three elements of power generation, power transmission and dynamic expression, the mechanism of rural knowledge-based power is analyzed systematically through the action mechanism between subsystems and elements. A brief framework of dynamic mechanism is constructed. On the basis of the previous research on the index system of knowledge and ability, this paper sets up the index system of the dynamic mechanism of rural knowledge based on the reality of our country, and expounds the important indexes among them. Based on the systematic research on the dynamic mechanism of rural knowledge-based construction, the conclusion is drawn that: the endogenous dynamic subsystem is the key of the rural knowledge-based dynamic mechanism, which is influenced by the exogenous power subsystem, and together pulls the development of the rural knowledge-based dynamic mechanism; The three elements of power generation, power transmission and dynamic expression do not exist independently. They are a kind of systematic force which affects and restricts each other. Each part organically forms a continuous rural knowledge-based development system and promotes the knowledge-based development. Among them, the factor of power generation is the driving force of the rural knowledge-based dynamic mechanism, the factor of power conduction is the link between the factor of production and the element of expression, and the element of dynamic expression is the form of expression of the factor of production, and it has a dynamic effect on it. Secondly, based on the previous systematic analysis of the dynamic mechanism of knowledge in rural areas, this paper makes an empirical study on the knowledge of rural areas in Chongqing, and evaluates the development of the dynamic mechanism. It can be known that the problems existing in the knowledge transformation of Chongqing's rural areas are as follows: the thrust of the power production elements is limited, the rural economic development lags behind, and it is unable to provide a stable and solid economic and material power for agricultural and educational investment; The communication of power transmission elements is not smooth, the investment in agriculture and education is scarce, the effect of power expression factor is weak, whether it is farmers' own cultural quality, the transformation rate of science and technology of agriculture, or the whole cultural atmosphere of the countryside all need to be further improved. Finally, according to the cause analysis, this paper points out that the goal of power mechanism should be improved, so that the power can be produced continuously, the power transmission is smooth and efficient, and the dynamic expression is fully and reasonably. And put forward the countermeasures and suggestions to promote the knowledge of rural areas around this goal. Through the leading role of the government, we can actively invest in agricultural education, take farmers as the basis, improve the overall quality of farmers, develop high-tech agriculture and establish a developed rural market. Some measures, such as inheriting excellent rural culture and constructing rural knowledge paradise, can give full play to the driving force mechanism and promote the good and rapid development of rural knowledge in Chongqing.
