“社工人”:环境、互动与认同

【摘要】:在社会转型背景下,社会工作者及其作用越来越受到关注,在当下的制度和组织环境下,呈现出不同的特质,遇到不同的问题和困难,影响其进一步发展,因此对行动的主体社会工作者的全面研究显得十分重要。本论文针对多位社会工作者进行分类和深度访谈,以质性研究的方式探讨社工人的日常实践互动、社工人行动的困境与作用、社工人的认同,进而了解是否存在社工人的概念。研究内容可以分为三个部分,在社会工作资源的市场化与行动困境方面,社工人是被制度所驱使的职业群体,行业的规制、文化与资源影响着社工人的选择与行动。在日常实践互动方面,社工人的互动是以专业服务为基础,且在互动中,组织内出现管理层和领导层并线的现象、形成管理层与务实社工人的不对称关系和督导层与实务社工人互助关系的虚化现象;组织外,则存在三种主体关系的互动,有非服务对象与社工人的“给 受资源”关系、社工人与服务对象的以成效为衡量标准的主被动服务关系,和服务对象在关系的中介和桥梁作用。在社工人的认同方面,社工人的认同是来自专业认同,以“效用与成效”为显性标准进行评估,受制度规范、文化、组织资源、情感体验和专业能力等多种因素综合影响。在综合以上研究,可见社工人是一个发展的概念,且存在多种类型,如“信仰式”社工人、“附属式”社工人、“职业式”社工人和“官僚式”社工人。研究结果与讨论层面,社工人虽面临制度和资源的约束,但因其能发挥主观能动性,试图进行改变,能成为行动的主体。他们多呈现制度亲和,尤其是资源和关系亲和,在当下的制度环境和组织环境下,遇到缺乏向上流动渠道、程序化和形式化的实务繁多、行政性事务过多、不确定性难以超越和职位多重性与能力、薪酬不匹配等困境;虽能发挥缓和社会矛盾的作用,但因为缺少创造性,受到行政力量干预,很难在短时间通过创造性的劳动创造出新的历史质。研究建议层面,面对社工人的困境,研究者提出了,在宏观上,政府需要完善制度,对社工人及其发展进行规制;在中观上,社会组织、街道和社工人要理顺关系,在互动的关系中寻找发展的契机;在微观上,社工人要培养专业认同,在关系和专业、行政和实务的互动中掌握平衡,应对现代性的不确定性。
[Abstract]:In the context of social transformation, social workers and their role are receiving more and more attention. In the current institutional and organizational environment, they present different characteristics, encounter different problems and difficulties, and affect their further development. Therefore, it is very important to study the main body of action social workers. In this paper, social workers are classified and interviewed in depth to explore the interaction of social workers' daily practice, the plight and role of social workers' actions, the identification of social workers, and then to understand the existence of the concept of social workers. The research content can be divided into three parts. In the aspect of social work resources marketization and action dilemma, social workers are the professional groups driven by the system, the regulation of industry, culture and resources affect the choice and action of social workers. In daily practice interaction, the interaction of social workers is based on professional services, and in the interaction, the management and the leadership within the organization line together phenomenon. Forming the asymmetric relationship between management and practical social workers and the fictitious phenomenon of the relationship between supervision and practical social workers; Outside the organization, there are three kinds of interaction, there is the relationship between the non-service object and the social worker, and the relationship between the social worker and the service object is based on the effectiveness of the active and passive service. And service objects in the relationship between the intermediary and the role of bridges. In the aspect of social worker's identity, the social worker's identity comes from the professional identity, which is evaluated by the explicit criterion of "utility and effectiveness", which is influenced by many factors, such as system norm, culture, organizational resources, emotional experience and professional ability. From the above studies, we can see that social workers are a concept of development and there are many types of social workers, such as "faith-based" social workers, "affiliated" social workers, "professional" social workers and "bureaucratic" social workers. At the level of research results and discussions, social workers are faced with the constraints of institutions and resources, but because they can exert their subjective initiative and try to change, they can become the main body of action. Most of them present institutional affinity, especially the affinity of resources and relationships. In the current institutional environment and organizational environment, they encounter a lack of upward flow channels, numerous procedural and formal practices, and too much administrative affairs. The uncertainty is difficult to surpass and the position is multiple with the ability, the salary does not match and so on the difficult position; Although it can play a role in easing social contradictions, it is difficult to create a new historical quality through creative labor in a short time because of the lack of creativity and the interference of administrative forces. In the face of the plight of social workers, the researcher puts forward that the government needs to perfect the system and regulate the social workers and their development. In the meso view, social organizations, streets and social workers should straighten out their relations and seek opportunities for development in the interactive relationship. At the micro level, social workers should cultivate professional identity, master the balance between relationship and professional, administrative and practical interaction, and deal with the uncertainty of modernity.
