从强调“教育”到强调“供给”:都市中间阶层可持续消费的研究框架及实证分析

【摘要】：在可持续消费的推广过程中,既有的政策依赖制度规范、经济刺激、观念教育等路径,取得了一定成效,但是政策红利逐渐达到瓶颈。从基础设施的视角来看,供给端作为提供资源和规则的结构对于消费者具有制约作用。通过分析"2015年特大城市居民生活状况调查"数据可以发现,都市中间阶层在不同领域的可持续消费倾向并不一致,这既与中间阶层本身的消费偏好和动机有关,也与不同可持续消费实践的特征有关。无论是垃圾分类还是绿色食品消费,基础设施和时间/生活节奏的影响都是显著的,但是阶层对于垃圾分类的影响不显著;可持续消费态度对于中低阶层可持续消费实践的影响显著,但对于中间阶层的影响不显著。因此,应将政策范式从强调"教育"和"补贴"转变为强调"供给",从整体上规划和完善基础设施,提供居民绿色出行和垃圾分类的多种便利条件,从而激励消费者转向可持续消费。
[Abstract]:In the process of promoting sustainable consumption, the existing policies depend on institutional norms, economic stimulus, concept education and so on, which have achieved certain results, but the policy dividend has gradually reached the bottleneck. From the infrastructure point of view, the supply side as the structure of providing resources and rules has a restrictive effect on consumers. Through the analysis of the data from the Survey of the living conditions of megalopolis in 2015, it can be found that the urban middle class does not have a consistent trend towards sustainable consumption in different fields, which is related to the consumption preference and motivation of the middle class itself. It is also related to the characteristics of different sustainable consumption practices. Whether garbage classification or green food consumption, infrastructure and time / life rhythm of the impact is significant, but the impact of social strata on garbage classification is not significant; The influence of sustainable consumption attitude on the sustainable consumption practice of middle and middle class is significant, but not on middle class. Therefore, the policy paradigm should be shifted from emphasis on "education" and "subsidies" to emphasis on "supply", overall planning and improvement of infrastructure, and provision of a variety of facilities for green travel and garbage separation, Thus, consumers are encouraged to move towards sustainable consumption.
