近十年合肥市社会组织发展研究
[Abstract]:In recent years, with the development of the economy and society, people's material life conditions are becoming more and more good, and the demand for social participation of the people as the "the sum of social relations" has also increased, and because of the lack of the ability of the society to meet these demands, a series of social tensions and even social conflicts are caused. Therefore, on the basis of the positive reference to the social governance experience of the developed countries, the "social organization" has gradually been concerned by the Chinese government, the society and the people over the past 10 years, and its function in the development of Chinese society has become more and more important, and the situation of rapid development is presented. Since the 18th Party Congress, the central, provincial and municipal governments have made a new deployment of social governance, and put forward new requirements, and social organizations play an important role in social governance. At present, Hefei is in the key period of implementing the five development actions and building the sub-center of the world-class urban agglomeration in the Yangtze River Delta. In 2014, Hefei was confirmed as a "National social organization construction innovation demonstration area" by the Ministry of Civil Affairs. In the past two years, Hefei has continued to deepen the reform of the system, the innovation of social policies and the optimization of the development environment, so as to speed up the formation of the separation of the society, the clear and clear, the modern social organization system of self-government in accordance with the law as the goal, and strengthen the connection, service, guidance and management of the social organization. In particular, the development of social organizations in the whole city presents a positive situation in the aspects of support policy, social organization park incubation, government purchase service, project declaration, public welfare investment and training of social workers. However, in that course of development of the social organization of Hefei, there exist such reasons as the lag of system construction, the non-regulation of the management system, the lack of support, the lack of professional personnel, the weak self-ability, etc., leading to the low quality of the social organization in Hefei and the poor structure. The lack of social participation, the insufficient function and so on, and the new goal of the construction of the sub-center of the world-class urban agglomeration in the Yangtze River Delta in Hefei, compared with the new requirements of the major development of social services during the "XIII."-period supply-side structural reform. Therefore, the new problems and new challenges in the development of the social organization in Hefei are studied, and the positive response measures are given, which not only can help to improve the development environment of the social organization in Hefei, optimize the development path of the social organization, and strengthen the social function of the social organization. It is also beneficial to the healthy development of the national social organization with the times. This paper, based on the current situation of the development of the social organizations in Hefei, takes the form of literature research, special interview, investigation and interview, and the questionnaire, etc. to sort out the achievements of the development of the social organizations in Hefei, and analyzes the problems existing in the development of the social organizations in Hefei. The cause of the problem is to find the direction of development, to grasp the key of development, to provide the reference for government decision-making, to promote the benign development of the social organization in Hefei, and to play the role of the social organization in the "XIII." construction of Hefei. The first chapter mainly introduces the research object of the paper, the research background and the significance of the research, the present situation of the research and the research methods at home and abroad. The second chapter is to comb the development of the social organization in Hefei from the following aspects: the development of the longitudinal development of the social organization in Hefei, the development of the social organization in Hefei, and the results of the development of the social organization in Hefei. The third chapter makes an in-depth analysis of the mechanism of the development of the social organization, the construction of the talent team, the content of the service, the function of the internal management and the function of the system, and probes into the plight of the development of the social organizations in Hefei. In the fourth chapter, from the angle of macro and micro, the rational thinking of how to promote the benign development of the social organization in Hefei, put forward the reform, pay attention to the planning, strengthen the management, promote the service, advance the professional development of the social organization, the scale development, the project development, the brand construction and so on. The fifth chapter is the conclusion. In conclusion, it is hoped that through the research of this paper, the development environment of Hefei's social organizations can be further optimized, the construction and management level of the social organizations can be improved, and the theoretical support for the healthy and benign development of the social organizations in Hefei is provided. It also provides the theoretical foundation and basic basis for the government's policy design for the development of social organization, and promotes the better service of the social organization in the economic and social development of Hefei.
