外来务工人员随迁子女“雏鹰飞翔”项目研究

【摘要】:随着改革开放的深入,农村人口逐步向城市迁移和流动。20世纪90年代以来,我国流动人口的规模不断增大,结构发生了显著的转变,人口的乡城流动由以个体流动为主向以家庭流动为主转变,大量农民工子女跟随父母来到城市生活。而这一背景下催生出的随迁子女问题,尤其是随迁子女中处于义务教育阶段的儿童的社会适应问题成为该群体亟待解决的问题之一。就现有的研究而言,学者对于随迁儿童问题的研究多从宏观制度层面出发,为依靠政府力量解决随迁儿童的传统教育问题提供了很多可借鉴的思路,但在微观实践层面,社会工作如何介入此领域,为随迁儿童提供适切的专业服务的研究还相对匮乏。同时,随着近几年国内社会工作专业及社工机构的不断发展,社会工作机构介入随迁儿童问题的独特优势日益凸显,其向外来务工及其随迁子女提供的服务也愈加受到关注。 研究采用参与式观察法、非结构式访谈和个案访谈方法,,本研究从实践的角度对江苏省公益创投项目——“雏鹰飞翔”介入外来务工随迁子女的课外生活进行研究。通过实地研究了解该项目的运作模式、资源的整合方式、机构的合作形式以及项目运作的理念和方法;亦对“雏鹰飞翔”项目的短期目标的实现效果和长期目标的实现预期做相应的评估和研究。 笔者以实习生的身份加入“雏鹰飞翔”项目,对该项目进行研究。基于优势视角和阿玛蒂亚·森的能力提升理论,本研究对项目提升了随迁子女的哪些能力及提升的原因做分析,研究发现项目对随迁子女课外生活的介入服务是积极有效的,较大程度的提升了随迁子女的能力,具体表现在:随迁子女通过参加“雏鹰飞翔”,养成了较好的学习习惯并提高了纪律性,这些习惯的培养均有助于学习能力的提升;培养了一或两种兴趣爱好并基于此结交了新朋友,扩大了人际交往范围;学会了如何与他人沟通,改善了家庭亲子关系。但与此同时,该项目存在以下问题:受益群体的覆盖面在人数和地域上均较狭小;活动中对优势视角和增能理论、阿玛蒂亚·森的能力提升理论的贯彻未达预期,对开放、创新的教育方法的具体运用也因专业人才和时间的不足而有待进一步完善。
[Abstract]:With the deepening of reform and opening up, the rural population has gradually migrated and moved to the city. Since the 1990s, the scale of the floating population in China has been increasing, and the structure of the floating population has undergone significant changes. The rural mobility of the population has changed from individual mobility to family mobility. A large number of children of migrant workers follow their parents to live in the city. Under this background, the problem of moving children, especially the social adaptation of children in compulsory education, has become one of the urgent problems to be solved by this group. As far as the existing research is concerned, most of the scholars' research on the problem of children moving with them starts from the macro system level, which provides a lot of useful ideas for relying on the strength of the government to solve the traditional education problems of children moving with them. However, at the micro-practical level, how to intervene in this field of social work is still relatively scarce to provide appropriate professional services for migrant children. At the same time, with the continuous development of social work specialty and social work organization in China in recent years, the unique advantages of social work organization involved in the problem of children accompanying children have become increasingly prominent, and its services to migrant workers and their children have been paid more and more attention. The study adopts the methods of participation observation, unstructured interview and case interview. From the practical point of view, this study studies the involvement of "Eagle Flying", a public welfare venture capital project in Jiangsu Province, in the extracurricular life of the children of migrant workers. Through the field study to understand the operation mode of the project, the integration of resources, the cooperation form of the organization and the concept and method of the project operation, and also make the corresponding evaluation and research on the realization effect of the short-term goal and the expectation of the long-term goal of the "Eagle Flying" project. The author joined the Eagle Flying Project as an intern and studied the project. Based on the dominant perspective and Amatyassen's ability improvement theory, this study analyzes what ability and reasons the project has improved the children's extracurricular life, and finds that the intervention service of the project to the children's extracurricular life is positive and effective, and greatly improves the ability of the children with the move, which is manifested in the following: by participating in the "hawk flying", the traveling children have formed better learning habits and improved discipline. The cultivation of these habits is helpful to the improvement of learning ability. Developed one or two hobbies and made new friends based on them, expanded the scope of interpersonal communication, learned how to communicate with others, and improved the relationship between parents and children in the family. However, at the same time, there are the following problems in the project: the coverage of beneficiary groups is narrow in number and region; in the activities, the implementation of Amatiassen's ability enhancement theory has not met expectations, and the specific application of open and innovative educational methods needs to be further improved because of the shortage of professionals and time.
