【摘要】：中国特色社会主义制度是改革开放以来,在中国共产党的领导下,经过各族人民共同探索形成的。它的形成,是对建国初期我国确立的社会主义政治制度、经济制度以及文化制度的继承和发展,是中华民族数千年文明的历史积淀,同时,它也是在中国不断深化对外开放的过程中,在和世界其他文明、其他制度不断互动中形成的,来自外部的国际影响对它的形成发挥着不可替代的作用。因此,本文以外部因素为切入点来研究中国特色社会主义制度的形成。建国初期,我国在借鉴苏联模式的基础上,建立起以高度集中为主要特点的政治、经济、文化体制。这种制度对当时的社会主义建设起了巨大的作用,但是由于其体制僵化、缺乏活力,未能根据中国的国情作及时的调整。因此,它在很长一段时间严重制约了我国社会社会主义的发展。改革开放以来,在全球化不断深化、国际竞争日趋激烈以及激烈的意识形态斗争的背景下,我国积极总结社会主义建设的经验、教训,在保留我国基本的政治、经济制度的基础上,既大胆地吸收、借鉴欧美发达国家的先进经验,同时也对来自外部的不良影响进行抵制,对一些具体的政治、经济和其他制度、体制进行变革,逐步推进中国特色社会主义制度的发展与确立。2008年金融危机以来,随着西方发达国家影响力的减弱以及新兴经济体的兴起,世界格局也发生了巨大的变化。这一国际环境的新变化必然深刻影响中国特色社会主义制度自身的发展。我们在日益复杂的国际环境中,必须把“四个全面”贯穿整个特色社会主义事业建设的过程,始终坚持和平发展、共赢共存,并提升中国国际话语权的地位,大胆地吸收西方文明成果,同时也要回击外部的挑战,从而更好地推动中国特色社会主义制度的发展。首先,文章阐述了中国特色社会主义制度的内涵,从基本政治制度、基本经济制度以及基本文化制度三个方面论述了其形成过程,并在此基础上对制度的形成条件作了简要分析,认为不仅新中国成立以来自身的建设以及中华民族数千年的文明积淀为其奠定了基础,同时也有来自外部环境的影响；接下来,文章从影响这一制度形成的外部因素出发,进一步分析了苏联模式对我国建国初期确立的基本政治、经济、文化制度的影响,并对改革开放以来影响我国社会主义制度建设的外部压力和推动力作了重点分析,具体论述了经济全球化、西方强势文化、福利国家模式、西方社会管理经验、全球治理等分别是如何推动我国的经济、文化、社会以及生态制度的发展和完善的。最后,文章的结尾部分又结合当下国际金融危机、西方国家影响力减弱以及新兴经济体崛起等国际环境的新变化,探讨了这些变化对中国特色社会主义制度的影响,进一步提出了中国特色社会主义制度建设对外部因素的反作用。我们的最终目标是通过不断调整、变革,使我国的政治、经济、文化等体制符合我国的国情以及时代特征,进而推动中国特色社会主义制度日臻成熟、完善。
