东南亚非政府组织的功能研究

【摘要】：20世纪80年代以来，非政府组织在东南亚蔚然兴盛，成为政府改善治理的合作伙伴和重要资源。由于受到历史政治因素的影响，东南亚非政府组织在迅速发展的过程中形成了不同于其他地区非政府组织的特点，这种与众不同既体现在它们的数量、种类、分布和规模上，也体现在它们与政府的关系上，更体现在东南亚非政府组织发挥功能作用的方式上。东南亚非政府组织活动的目标可以大致分为政治目标和社会目标两类，政治目标在于监督政府政策，推动国家的政治民主化进程，而社会目标则是解决现代化进程中出现的各种问题。根据目标的不同，东南亚非政府组织采取不同的活动方式，这些方式既包括向政府递送请愿书、提出诉求，组织抗议活动，也包括向公众提供社会服务，进行宣传教育等。这些活动的目的在于影响社会公众对某些问题的看法，影响国家政府在某些领域内的政策。在活动的过程中，东南亚非政府组织逐渐形成了网络与联盟，建立联合组织开展行动。近些年来，东南亚非政府组织在增进民众和政府之间的信息沟通、社会救济和社会援助、环境保护等领域空前活跃，并且取得了一定成绩。非政府组织的这些努力推动了东南亚各国的政治改革，促进了东南亚社会的多元化，更唤醒了东南亚地区人民的社会意识，有利于该地区的和谐发展。但是，东南亚非政府组织的发展也存在很多问题，其中自身能力不足、各类组织良莠不齐、公众认识不足等是东南亚非政府组织需要迫切解决的问题，因为这些已经制约到它们的发展。东南亚非政府组织在发展过程中应该摆正自己的位置，明确发展目标，努力建立一套完善的自我管理体制，加强自我整合和重塑。同时，还要平衡好和西方国家、和本国政府的关系，，争取成为政府工作的合作伙伴，在本国甚至地区内发挥更大的影响力。
[Abstract]:Since 1980s, NGOs have flourished in Southeast Asia, becoming partners and important resources for government to improve governance, due to historical and political factors. In the process of rapid development, Southeast Asian non-governmental organizations have formed different from other regions of the characteristics of non-governmental organizations, which is reflected in their number, type, distribution and scale. It is also reflected in their relationship with the government and the way in which the NGOs in Southeast Asia play their role. The objectives of NGO activities in Southeast Asia can be roughly divided into two categories: political objectives and social goals. The political objectives are to supervise government policies and to promote the process of political democratization in the country. The social goal is to solve various problems in the process of modernization. According to the different objectives, Southeast Asian non-governmental organizations take different ways of activities, which include sending petitions to the government and making demands. The organization of protests, including the provision of social services to the public, publicity and education, etc., are aimed at influencing the public's perception of certain issues. Influence the policies of national governments in certain areas. In the course of their activities, South-East Asian non-governmental organizations have gradually formed networks and alliances to establish joint organizations for action. Non-governmental organizations in Southeast Asia have never been more active in the areas of information communication between the people and the Government, social relief and social assistance, and environmental protection. These efforts of non-governmental organizations have promoted the political reform of Southeast Asian countries, promoted the diversity of Southeast Asian society, and awakened the social consciousness of the people of Southeast Asia. It is good for the harmonious development of the area. However, there are also many problems in the development of Southeast Asian non-governmental organizations, among which the lack of their own capacity, various organizations are mixed, the lack of public awareness is the Southeast Asian non-governmental organizations need to urgently solve the problem. Because these have restricted their development, Southeast Asian non-governmental organizations in the process of development should be put in their place, clear development goals, strive to establish a set of perfect self-management system. Strengthen self-integration and reshape. At the same time, balance the relationship with the Western countries and their own governments, strive to become partners in government work, and play a greater role in the country and even the region.
