中美非政府组织在非洲活动比较研究

【摘要】：随着经济全球化、社会信息化的深入发展,以国家为主体的国际体系正处于前所未有的变革调整过程中。非政府组织在国际关系中发挥日益突出作用,成为外交工作中不容忽视的因素。作为发展中国家最集中的大陆,非洲是西方非政府组织开展海外活动的重要目的地,也是中国非政府组织走出去的“试验田”。本文通过研究中美两国非政府组织在非洲活动,客观比较双方异同点,分析其深层次原因,总结经验教训,为中国非政府组织更深入地参与中非关系提出建议。论文除绪论和结语外,共分为六章:第一章对非政府组织概念进行阐述,重点讨论外交社会化背景下非政府组织在外交工作中发挥的作用。第二章对中美非政府组织在非洲活动的历史和现状进行梳理,总结不同时期中美非政府组织在非洲活动的特点。第三章主要梳理非政府组织在中美各自对非洲政策中的作用。美国非政府组织是美国政府在非洲推进民主和人权的重要工具。中国非政府组织则被视作民间交流的渠道。第四章从官方支持机制方面对中美非政府组织在非洲活动进行比较。美国国务院是美国非政府组织在非洲开展活动的背后推手,与美国非政府组织建立了成熟的互动机制。中国非政府组织走出去由负责政党外交的中联部而不是外交部进行协调。与美国非政府组织深度参与美国对非援助工作不同,尽管中国向非洲提供了大量援助,但中国非政府组织在其中发挥的作用有限。第五章尝试从非洲视角看待中美非政府组织在非洲活动。中美各自发展模式在非洲受到欢迎,为双方非政府组织在非洲开展活动提供了良好环境。非洲在欢迎美国非政府组织同时,对其干涉内政等行为不满。非洲对中国非政府组织寄予期待,同时对其独立性和能力存在质疑。第六章对中美非政府组织在肯尼亚活动进行个案研究,进一步印证前几章分析结果。结语部分在比较分析基础上,对中国非政府组织如何在中非关系中发挥更大作用进行思考,建议打造中国对非外交中官方与非政府组织紧密互动、协调发力的新模式。
[Abstract]:With the development of economic globalization and social informatization, the international system with the state as the main body is in the process of unprecedented transformation and adjustment. Non-governmental organizations play an increasingly prominent role in international relations. Africa, as the continent with the largest concentration of developing countries, is an important destination for Western NGOs to carry out overseas activities. This paper studies the activities of Chinese and American NGOs in Africa, compares the similarities and differences between the two countries objectively, analyzes the deep-seated reasons and summarizes the experience and lessons. In addition to the introduction and conclusion, the thesis is divided into six chapters: the first chapter describes the concept of non-governmental organizations. Focus on the role of non-governmental organizations in the diplomatic work in the context of diplomatic socialization. Chapter two reviews the history and current situation of the activities of Chinese and American non-governmental organizations in Africa. This chapter summarizes the characteristics of the activities of Chinese and American NGOs in Africa in different periods. Chapter 3 mainly reviews the role of NGOs in the policies of china and the United states towards Africa. Us NGOs are the United states government to promote democracy and human beings in Africa. Chinese NGOs are seen as channels of communication. Chapter 4th compares the activities of American and Chinese NGOs in Africa in terms of official support mechanisms. The u. S. The conclusion part is based on comparative analysis. This paper discusses how Chinese NGOs can play a greater role in China-Africa relations, and suggests to create a new model in which Chinese officials interact closely with NGOs in non-government diplomacy and coordinate their efforts.
