巴黎和会期间的国民外交与政治发展

【摘要】：所谓国民外交,是指国民通过外交舆论、民众运动等手段,监督、支持、影响政府的外交决策和对外交涉,以实现自身的外交意愿和要求的活动。国民外交兴起于19世纪末20世纪初,1910年代末,巴黎和会和华盛顿会议时期是中国国民外交运动的高潮时期。本文以巴黎和会期间的国民外交运动为研究对象,认为此时的国民外交的特点在于国民并非执行外交的主体,但他们积极关心国内外局势,以舆论(包括以静态的电报、报章杂志等媒体宣传主张,也包括动态的组织团体、示威游行、罢业等方式)等手段监督政府当局的外交政策,作为政府处理外交事务的后援。因此,舆论参与在此时的国民外交运动中起到了重要的作用。本文试图通过对巴黎和会期间国民外交的研究,探索舆论、国民外交对于民国政治发展的影响,以及国民外交与参与型政治文化的生成发展的联系,也将对我们今天的民主政治建设提供有益的借鉴。本文除导论部分外共分四个部分。第一章导论部分主要是对本文的研究缘起、题目解说、研究状况等问题做一介绍。第二章主要从清末民初的国内外大的政治环境、中国近代外交的兴起与职业外交家的出现、国民外交思想的产生三个方面介绍国民外交兴起的背景。第三章和第四章是本文的主体部分。第三章主要介绍了巴黎和会期间的舆论媒体在国民外交中所扮演的角色,其中既包括静态的电报、报章杂志等的报道,也包括各种民间团体组织的动态的活动。第四章主要探讨巴黎和会期间的国民外交对民国政治发展的影响,指出国民外交运动直接导致了外交的新胜利,在国内引起了五四运动的爆发,并导致了民国政治势力的分化组合。第五章主要就巴黎和会期间的国民外交最终的对内转向与参与型政治文化的生成进行了分析探讨。
[Abstract]:The so-called national diplomacy refers to the national diplomatic public opinion, mass movement and other means to supervise, support and influence the government's diplomatic decisions and foreign negotiations. In order to achieve their own diplomatic will and demand activities. National diplomacy rose on the end of 19th century and 20th century to the end of 1910's. The period of the Paris Peace Conference and the Washington Conference was the climax of the Chinese national diplomatic movement. This paper takes the national diplomatic movement during the Paris Peace Conference as the research object. The author thinks that the characteristic of the national diplomacy at this time is that the national is not the main body of the executive diplomacy, but they are actively concerned about the situation at home and abroad, and propagandize their opinions with the media such as static telegram, newspapers and magazines and so on. Also includes the dynamic organization of groups, demonstrations, strikes and other means of monitoring the foreign policy of government authorities, as the government's foreign affairs back-up. The participation of public opinion played an important role in the national diplomatic movement at this time. This paper attempts to explore the influence of public opinion on the political development of the Republic of China through the study of national diplomacy during the Paris Peace Conference. The relationship between national diplomacy and the formation and development of participatory political culture will also provide a useful reference for our democratic construction today. This paper is divided into four parts except the introduction. The first chapter is the introduction of the study of the origin of this article, topic explanation. The second chapter mainly from the late Qing Dynasty to the beginning of the domestic and foreign political environment, the rise of China's modern diplomacy and the emergence of professional diplomats. Chapter III and chapter 4th are the main part of this paper. Chapter three mainly introduces the media of public opinion in the national diplomacy during the Paris Peace Conference. Character. It includes not only the static telegram, newspapers and magazines, but also the dynamic activities of various civil society organizations. Chapter 4th mainly discusses the influence of national diplomacy during the Paris Peace Conference on the political development of the Republic of China. It is pointed out that the national diplomatic movement directly led to the new victory of diplomacy and caused the outbreak of the May 4th Movement in China. The 5th chapter mainly discusses the final internal turn of national diplomacy and the formation of participatory political culture during the Paris Peace Conference.
