联合国与新型国际关系的构建

【摘要】：新型国际关系是中国在新形势下提出的处理国际关系尤其是大国关系的新理念、新思路和新方法,也是中国对改革和完善现有国际秩序的重要理论贡献。建构新型国际关系是国际社会的共同任务,联合国也应该在其中发挥积极作用。一方面,《联合国宪章》精神与新型国际关系理念相契合;另一方面,广泛代表性与动员能力以及完备的合作机构和机制,也使联合国在构建新型国际关系中具有天然的优势。现实的条件和资源使联合国在构建新型国际关系中能够扮演参与者、引领者、共识凝聚者与监督者的角色。因此,中国与联合国应该通过重塑联合国权威、保持联合国的协调中心地位、稳步推进联合国改革、提升联合国的全球治理能力等途径来推动联合国参与构建新型国际关系。基于此,中国的联合国外交也应该有所作为,在尊重联合国地位的基础上,利用联合国的优势和平台,与联合国合作共建新型国际关系。这将是未来中国联合国外交的重要内容。
[Abstract]:The new type of international relations is a new idea, new idea and new method of dealing with the international relations, especially the relations of the great powers, put forward by China under the new situation. It is also China's important theoretical contribution to the reform and improvement of the existing international order. Building a new type of international relations is the common task of the international community, and the United Nations should also play an active role in it. The spirit of the UN Charter coincides with the new concept of international relations; On the other hand, broad representation and mobilization capacity, as well as well-established cooperation institutions and mechanisms. It also gives the United Nations a natural advantage in building a new type of international relations. Realistic conditions and resources enable the United Nations to act as a participant and leader in the construction of a new type of international relations. Therefore, China and the United Nations should steadily push forward the reform of the United Nations by re-establishing the authority of the United Nations, maintaining its role as the focal point of the United Nations and steadily advancing the reform of the United Nations. Therefore, China's UN diplomacy should also do something to promote the UN's participation in building new international relations, and on the basis of respecting the status of the UN, it is necessary to promote the UN's global governance capability and other ways to promote the UN's participation in the construction of a new type of international relations. Using the advantages and platforms of the United Nations and cooperating with the United Nations to build a new type of international relations will be an important part of China's future UN diplomacy.
