俄罗斯外交政策转向与中俄关系的演变

【摘要】： 随着苏联解体和冷战结束,俄罗斯外交方针处于演化过程之中,而在具体外交实践的某些领域、方面呈现出外交政策游移不定,不断变幻的态势。外交方针的演化和具体对外交往政策的不确定性,一方面表明俄罗斯新的政治经济制度尚处于动态的重构过程之中,对外关系具有修正和变化的必然性；另一方面也表明,俄罗斯制度改革产生的物质和精神的消极影响,使得俄罗斯在对外交往的具体实践中产生政策和行为的非连贯情况。进入新世纪,俄罗斯外交仍然出现新的变化和发展趋势。与此同时,表明世界局势扑朔迷离和处于复杂环境中的俄罗斯为自身利益,继续变换与外部世界相处的位置的意图。俄罗斯外交有确定成分。处理与其他重要地区国家的关系是俄罗斯外交始终关注的重要方面,而国与国之间的交往与合作,利益上的对立、矛盾和纷争,战略取向及相互制衡手段的选择和运用,反映了俄罗斯国内政治主流意识对于国际交往关系的主要取舍意向；对于独联体、欧盟的特别关注表明俄罗斯对外交往中具有“绝对优先”和“优先”方向。本文将考察冷战结束后俄罗斯外交政策演变的整个过程,并且分析不同时期俄外交政策的主要方向及其原因。在俄罗斯对外交往关系中,中俄关系占有十分重要的位置,中俄关系的发展趋势直接影响地区安全和基本的国际关系格局。如何在俄罗斯变化的对外交往过程中始终遵循着睦邻友好合作原则,使中俄关系保持相对稳定并不断取得积极进展具有重要意义。自1996年中俄两国建立战略协作伙伴关系以来,中俄关系已经历了十几年的稳定发展。尤其在普京任期内中俄关系取得了实质性的进展,两国的政治互信不断增强的同时,在反恐领域的合作不断加强,经济合作也有大幅进展。该时期中俄战略协作伙伴关系得到进一步加强,并在梅德韦杰夫上台之后得以延续并发展。本文将对冷战后到现在的后普京时代中俄关系的演变作一个纵向地宏观把握,并且对不同时期中俄关系转变的内外在原因进行研究与分析。此外,在此基础上,本文还将在最后对未来中俄关系的发展前景进行展望。
[Abstract]:With the disintegration of the Soviet Union and the end of the Cold War, the Russian diplomatic policy is in the process of evolution, and in some areas of specific diplomatic practice, foreign policy has been erratic. The evolution of foreign policy and the uncertainty of specific foreign exchange policy, on the one hand, indicate that Russia's new political and economic system is still in the process of dynamic reconstruction, and foreign relations have the necessity of revision and change; On the other hand, it also shows that the negative influence of material and spirit of Russian system reform makes it possible for Russia to produce policy and behavior discontinuity in the concrete practice of foreign exchanges. In the new century, new changes and development trends still appear in Russian diplomacy. At the same time, it shows that Russia, which is in a complicated and complicated world situation, is in its own interests. The intention to continue to change positions with the outside world. Russian diplomacy has a definite element. Handling relations with other important regional countries is an important aspect of Russian diplomacy's constant concern, and exchanges and cooperation between countries, The opposites, contradictions and disputes in interests, the choice and application of strategic orientation and mutual checks and balances reflect the main preference of the mainstream political consciousness in Russia for international relations; for the CIS, The EU's special concerns point to Russia's "absolute priority" and "priority" direction in its foreign relations. This paper will examine the whole process of the evolution of Russian foreign policy after the end of the Cold War, and analyze the main directions and reasons of Russian foreign policy in different periods. Sino-Russian relations play a very important role in Russia's foreign relations. The development trend of Sino-Russian relations has a direct impact on regional security and the basic pattern of international relations. How to follow the principle of good-neighborly friendship and cooperation in the course of Russia's changing foreign contacts, It is of great significance to keep Sino-Russian relations relatively stable and to make continuous positive progress. Since the establishment of the strategic partnership of cooperation between the two countries in middle of 1996, Sino-Russian relations have experienced steady development for more than a decade. Especially during Putin's term of office, Sino-Russian relations have made substantial progress. While the political mutual trust between the two countries is constantly increasing, cooperation in the field of counter-terrorism has been continuously strengthened. There has also been substantial progress in economic cooperation. During this period, the Sino-Russian strategic cooperative partnership has been further strengthened. And after Medvedev came to power to continue and develop. This article will make a vertical macro grasp of the evolution of Sino-Russian relations from the Cold War to the present post-Putin era. In addition, on the basis of this, this paper also looks forward to the prospect of Sino-Russian relations in the future.
