革新开放以来越南的经济外交研究

【摘要】：经济外交在越南的外交战略中具有十分重要的地位,是越南推进革新开放的重要支柱之一。越南的经济外交始于革新开放,随着革新开放的深入,其地位不断上升,逐渐从边缘进入核心。越南实施经济外交,既是为了满足国内经济社会发展的需要,同时也是实现其融入国际经济社会发展目标,对外进行利益诉求的客观要求。经济外交一方面既为维护国家的政治安全、社会稳定、经济发展服务,另一方面又要顺应当前经济全球化发展的时代背景,受到国内经济社会形势、国家发展战略、国际关系格局等诸多因素的影响。越共六大以来,经济外交逐渐成为越南外交政策的重要内容,与政治外交实现了良性互动,呈现了地位提升、对象扩展、重心转变、结构优化、内容丰富、战略转型的重要特征,到越共十一大,经济外交已成为越南对外战略的一个核心和重点,经济外交上升到了与政治外交齐头并进的地位。经济外交促进了革新开放的发展,成为了经济建设的重要推力,确保了越南成为亚洲发展最快和最具活力的国家之一。经济全球化使得越南的经济外交既面临着重大的发展机遇,也面临着严峻的挑战,越南经济外交的经验和教训,将对我国有一定的借鉴和参考作用。同时,越南与美国、日本、印度等国的关系走向值得我们认真地关注。
[Abstract]:Economic diplomacy plays a very important role in Vietnam's diplomatic strategy and is one of the important pillars of Vietnam's promotion of reform and opening up. Vietnam's economic diplomacy begins with innovation and opening up, and with the deepening of innovation and opening up, its status continues to rise. Vietnam's economic diplomacy is not only to meet the needs of domestic economic and social development, but also to achieve its goal of integrating into the international economic and social development. On the one hand, economic diplomacy serves the political security, social stability and economic development of the country; on the other hand, it must conform to the background of the current era of economic globalization. Influenced by the domestic economic and social situation, the national development strategy, the pattern of international relations, and so on. Since the sixth Congress of the CPV, economic diplomacy has gradually become an important part of Vietnam's foreign policy and has achieved positive interaction with political diplomacy. It presents the important characteristics of status upgrading, object expansion, center of gravity change, structural optimization, rich content, and strategic transformation. By the 11th National Congress of the Communist Party of Vietnam, economic diplomacy has become a core and focus of Vietnam's foreign strategy. Economic diplomacy has risen to a position of keeping pace with political diplomacy. Economic diplomacy has promoted the development of innovation and openness and become an important thrust of economic construction, ensuring Vietnam to become one of the fastest growing and most dynamic countries in Asia. Economic globalization makes Vietnam's economic diplomacy face both important development opportunities and severe challenges. The experience and lessons of Vietnam's economic diplomacy will be used for reference and reference to China. At the same time, Vietnam and the United States, The trend of relations between Japan and India deserves our serious attention.
