中日能源合作研究

【摘要】：能源是现代工业的血液,对一国的经济的发展起着至关重要的作用。作为世界重要石油进口大国的中日两国,冷战后由于两国关系的疏远,双方在能源领域展开了激烈的争夺,并付出了沉重的代价。无论从经济层面还是政治层面来说,中日两国能源领域的恶性竞争都不符合双方的国家利益。因此,必须探索、寻找一条切实可行的路径来帮助两国能源领域重新回归正常化。本文旨在通过分析两国能源竞争的根源,针对两国的分歧对症下药,为两国能源关系的正常化找到解决途径。在合作的必要性上,中日日两国在能源经济领域共同面临亚洲溢价的负担,中日日两国在东海和海外能源的竞争,也不符合中日两国的根本利益。同时,作为日本在亚洲最主要的投资国,中国经济的持续稳定的增长,广泛惠及了日本的经济,促进了日本经济的复苏。在合作的可行性上,中日日两国在能源技术领域存在互补性,中日东海的争端只要两国本着务实的态度,也是具有可控性的。中日能源合作必须从以下几个方面进行：第一,在宏观层面上,中国应该以发展、巩固自身的实力来促进中日能源合作；第二,在机制建设层面上,完善现有的中日日能源部长级对话机制,并在此基础上建立双边功能性能源合作组织,实现中日能源合作常态化；第三,在全球层面上,仿照中日东海油气争端解决模式,建立联合控股的能源开发企业,对一些地区的能源进行共同合作开发。
[Abstract]:Energy is the blood of modern industry, plays a vital role in the development of a country's economy. As the world's important oil importer in Japan after the cold war, the relations between the two countries due to the alienation, both sides in a fierce competition in the field of energy, and pay a heavy price. Whether from the economic level and political level for the vicious competition between China and Japan in the field of energy are not consistent with their national interests. Therefore, we must explore and find a feasible path to help the energy cooperation return to normal.
This paper aims to analyze the sources of their energy competition, aiming at the differences between the two countries to find solutions for an antidote against the disease, the normalization of bilateral energy relations. In the necessity of cooperation, every day in both countries facing the Asian premium burden in the field of energy economics, in the two day in the East China Sea and overseas energy competition, also do not accord with the fundamental the interests between China and Japan. At the same time, as Japan's main investment in the Asia country, sustained and stable economic growth China, extended to Japan's economy, promote the recovery of Japan's economy. The feasibility of cooperation, in the day between the two countries in the field of energy technology complementarity, on the East China Sea dispute as long as the two countries have a pragmatic attitude, but also is controllable. The Sino Japanese energy cooperation must be carried out from the following aspects: first, at the macro level, Chinese should develop, consolidate their real To promote Sino Japanese energy cooperation; second, in the aspect of construction mechanism, improve the existing in the daily energy ministerial dialogue mechanism, and on the basis of the establishment of bilateral energy cooperation organization function, realize the normalization of Sino Japanese energy cooperation; third, at the global level, modeled on the East China Sea oil and gas dispute settlement mode. The establishment of a joint holding energy development company, to jointly develop some of the region's energy.
