日本“争常”的战略文化探析

【摘要】: 成为联合国安理会常任理事国是日本多年来的夙愿,早在上世纪60年代末,日本便制定了争当常任理事国的战略。但由于日本主、客观因素的制约,至今这个愿望未能实现。尽管如此,日本“争常”的决心并未改变。近半个世纪以来,日本为实现这一的目标,日本付出了多方努力,具体包括:积极参加联合国名义下的各种活动,全力推进联合国改革,积极援助广大发展中国家,做各个成员国的工作等等,虽然取得了一些进展,但困难和阻力依旧不小。日本能否成为联合国安理会常任理事国,不仅仅取决于自身因素,更取决于世界各国尤其是亚洲国家的信任程度与国际战略格局特别是大国关系的发展变化。 很显然,日本“争常”战略的背后,隐含着以“等级观念”为特征的战略文化,在“争常”过程中,也充斥着鲜明的机会主义、实用主义色彩的功利性外交,这又与日本战略文化中狭隘的世界观有直接关系:只有觉得有用或有实力才去交往。这表明了日本对参与国际事务的认识还停留在初级阶段,如果对这些观念仍不改变,日本就很难在国际社会中发挥更大的作用,更不用说担任常任理事国了。而时至今日,这种观念依然充斥着日本政治家们的头脑,禁锢着他们的战略思维。 本文的目的在于通过运用战略文化的视角来整体考察、分析导致日本政府“争常”战略的提出、态度变化以及为此采取行动的历史和国际背景、动机、决策及其实施的全过程,把握日本的战略文化的本质与“争常”战略的内在联系,揭示日本战略文化的特点及规律,进一步认识日本的国家战略以及丰富中国的国际关系理论研究。全文由导论、第一章日本争夺常任理事国席位的发展历程、第二章日本战略文化的基本特征、第三章日本“争常”战略与战略文化的内在关联、结语等五部分组成。本文透过日本的战略文化对日本争当常任理事国的历程、现状以及未来走向进行了详尽的阐述、全面的解读与客观的预测。
[Abstract]:It has been Japan's long-cherished wish to become a permanent member of the United Nations Security Council for many years. As early as the end of -40s, Japan formulated a strategy for becoming a permanent member. However, due to the constraints of Japan's subjective and objective factors, So far, this wish has not been realized. However, Japan's determination to "strive for a permanent career" has not changed. For nearly half a century, Japan has made various efforts to achieve this goal. These include: actively participating in various activities under the name of the United Nations, making every effort to advance the reform of the United Nations, actively assisting the developing countries, doing the work of various member States, and so on, although some progress has been made. But difficulties and resistance remain. Whether Japan becomes a permanent member of the UN Security Council depends not only on its own factors, It also depends on the degree of trust and the international strategic pattern, especially the development and change of the relations between big countries and other countries in the world, especially in Asia. Obviously, behind Japan's strategy of "striving for stability", there is a strategic culture characterized by "hierarchy", and in the process of "striving for Chang", it is also full of bright opportunism and utilitarian diplomacy with pragmatism. This, in turn, has a direct bearing on the narrow worldview in Japan's strategic culture: it is only when it feels useful or powerful that it can interact. This shows that Japan's understanding of participation in international affairs is still at an early stage, if these concepts remain unchanged. It is hard for Japan to play a greater role in the international community, let alone as a permanent member. Today, this concept still fills the minds of Japanese politicians and binds their strategic thinking. The purpose of this paper is to analyze the historical and international background and motivation of the cause of the Japanese government's "contention for stability" strategy, the change of attitude, and the historical and international background of this action through the use of the perspective of strategic culture. The whole process of decision making and its implementation, grasping the internal relation between the essence of Japanese strategic culture and the strategy of "contending for frequent", and revealing the characteristics and laws of Japanese strategic culture. Further understanding Japan's national strategy and enriching China's theoretical research on international relations. This thesis is based on an introduction, the first chapter on the development of Japan's competition for permanent seats, and the second chapter on the basic characteristics of Japan's strategic culture. The third chapter is composed of five parts: the internal relation between Japan's strategy and strategic culture, the conclusion, etc. Through the strategic culture of Japan, this paper elaborates in detail the process, current situation and future trend of Japan's candidacy for permanent membership. Comprehensive interpretation and objective prediction.
