金大中以来韩国的对朝政策演变及其评价

【摘要】：作为国际热点问题之一,朝鲜半岛问题一直为各国学者所关注。中国作为东北亚地区的重要一员,朝鲜半岛的稳定关乎中国的国家利益,也关乎东北亚地区的和平稳定,一个安定和平的朝鲜半岛有助于为中国提供一个良好的外部发展环境。对于朝鲜半岛问题的研究,不仅仅有利于半岛的民族统一,对于维护中国的国家安全环境、促进东北亚乃至整个亚太地区的和谐发展也具有重要影响。韩国政府的对朝政策直接关系着南北关系及半岛局势的发展。研究韩国对朝政策的演变及其得失,对于中国了解邻国的对外政策、推动解决朝核问题、调整对东北亚的外交政策、加强东北亚区域合作以及构建东北亚安全机制等都有重要的参考价值。本研究主要采用文献分析法,在第一章对金大中、卢武铉、李明博和朴槿惠四届韩国政府的对朝政策进行概述和阐释;第二章从国际、国内和个人三个层次分析其演变原因;第三章考察不同时期对朝政策的效果和评价。通过前三章从整体上把握和理解金大中至朴槿惠时期韩国对朝政策演进的脉络,最终得出结论:韩国和朝鲜实际上都没有真正放弃“吸收统一”的想法,都希望实现以自己为主导的统一;美国在朝鲜半岛的权力结构中占据着绝对的主动权;“不战不统、和平共存”将是朝鲜半岛未来长期保持的局面。
[Abstract]:As one of the hot international issues, the issue of the Korean Peninsula has been concerned by scholars all over the world. As an important member of Northeast Asia, the stability of the Korean Peninsula is related to China's national interests and also to the peace and stability of Northeast Asia. A stable and peaceful Korean Peninsula is conducive to providing a good external development environment for China. The study of the Korean Peninsula issue is not only conducive to the national reunification of the peninsula, but also to the maintenance of China's national security environment. Promoting the harmonious development of Northeast Asia and the whole Asia-Pacific region also has an important impact. The Korean government's policy towards the DPRK is directly related to the development of North-South relations and the situation on the peninsula. With regard to China's understanding of the foreign policy of neighboring countries, promoting the resolution of the North Korean nuclear issue, and adjusting its foreign policy towards Northeast Asia, It has important reference value to strengthen the regional cooperation in Northeast Asia and to construct the security mechanism of Northeast Asia. This study mainly adopts the literature analysis method. In the first chapter, it makes an analysis of Kim Dae-jung, Roh Moo-hyun, and so on. The four Korean governments of Lee Myung-bak and Park Geun-hye have summarized and explained the Korean policy. The second chapter analyzes the reasons for its evolution from three levels: international, domestic and individual. The third chapter examines the effect and evaluation of Korean policy toward North Korea in different periods. Through the first three chapters, we can grasp and understand the evolution of Korean policy towards North Korea from Kim Dae-jung to Park Geun-hye. In the end, it was concluded that neither South Korea nor North Korea really gave up the idea of "absorbing reunification," and both wanted to achieve self-led reunification; the United States occupied absolute initiative in the power structure of the Korean peninsula; "No war, no reunification," Peaceful coexistence "will be a long-term situation in the future of the Korean peninsula."
