战略文化视角下的东南亚国家安全战略选择

【摘要】：东南亚地区是扼守太平洋和印度洋、欧亚大陆和大洋洲的“十字路口”，是全球能源运输、经贸往来的“咽喉地带”，具有特殊的地缘战略价值，因而成为亚太大国战略博弈的焦点。东南亚国家独特的战略思维模式和战略行为偏向模式，形成了特有的战略文化和国家安全战略。从战略文化的新视角，深入研究东南亚国家的安全战略，具有重要的理论和实践意义。战略文化是制约和影响国家安全战略的观念性因素。国家战略环境、战略利益和战略实力等客观因素，是通过历史传统、价值观念和思维定式等主观认知因素，对制定和调整国家安全战略而发挥作用的。东南亚是一个被称为文化“马赛克”式的地区，，多样的民族、历史、文化、语言、风俗等，使东南亚诸多国家在国家安全战略中凸显不同的风格和倾向。新加坡、缅甸、越南、印度尼西亚四国的国家安全战略，在东南亚地区中颇具典型意义，能从不同侧面反映其战略文化影响因素。东盟的成立则给该地区十个国家提供了集体发声的平台和机会，有助于提高其国际竞争力和影响力。东南亚国家在尊崇亚洲价值观的基础上，对外采取了各具特色、颇有成效的国家安全战略，同时又逐步向共同体方向靠拢，致力于2015年前建成全方位的东南亚共同体。东南亚地区在全球战略格局中具有特殊的地位和影响。美国、日本、印度等大国在该地区展开多层次的战略博弈，使亚太各国安全面临错综复杂的局面。面对美国“重返亚太”和复杂多变的安全形势，中国必须坚定不移地走和平发展道路，积极发展同东南亚国家的安全合作和经济文化交流，妥善处理与美、日、印等大国的关系，拓展和深化维护南海权益的各项准备。
[Abstract]:Southeast Asia is a "crossroads" between the Pacific and Indian Oceans, Eurasia and Oceania, and is a "throat zone" for global energy transportation and economic and trade exchanges, with special geo-strategic value. As a result, it has become the focus of the strategic game of the big powers in Asia and the Pacific. The unique strategic thinking mode and the strategic behavior bias model of Southeast Asian countries have formed a unique strategic culture and national security strategy. It is of great theoretical and practical significance to study the security strategy of Southeast Asian countries. Strategic culture is the conceptual factor that restricts and affects the national security strategy. The objective factors, such as national strategic environment, strategic interests and strategic strength, are subjective cognitive factors, such as historical tradition, values and thinking patterns, etc. Southeast Asia is a region known as the "mosaic" of culture, with diverse nationalities, history, culture, languages, customs, etc. The national security strategies of Singapore, Myanmar, Vietnam and Indonesia are of typical significance in Southeast Asia. The establishment of ASEAN provides a platform and opportunity for the collective voice of the 10 countries in the region. The Southeast Asian countries, based on their respect for Asian values, have adopted distinct and effective national security strategies while gradually moving closer to the Community, Committed to the establishment of a comprehensive Southeast Asian Community by 2015. The Southeast Asia region has a special position and influence in the global strategic pattern. The United States, Japan, India, and other major countries have launched a multi-level strategic game in the region. In the face of the "return of the United States to the Asia-Pacific region" and the complex and changeable security situation, China must unswervingly follow the path of peaceful development. We will actively develop security cooperation and economic and cultural exchanges with Southeast Asian countries, properly handle relations with major countries such as the United States, Japan and India, and expand and deepen preparations for safeguarding the rights and interests of the South China Sea.
