论小布什政府的对朝政策

【摘要】： 自二战结束、朝鲜半岛分裂以来,美对朝政策大体经历了冷战时代的尖锐对立和冷战后的接触与遏制两大阶段。冷战后美国历届政府的对朝政策有着不同的政策侧重,也采取了不同的政策手段。老布什政府试图按照“德国统一模式”实现半岛统一的计划破产后,克林顿政府将核和导弹问题作为美国对朝鲜政策的核心。小布什政府上台后,仍然将防止核扩散作为其对朝政策的重心。围绕朝核问题,美朝之间开始了一轮又一轮的博弈。但是美国对朝鲜政策已不仅仅局限于此,小布什政府将制衡朝鲜半岛周边大国、协调与盟国关系也纳入到对朝战略的轨道。不论美对朝政策如何调整,其真正的目的就在于牢牢地把握住朝鲜半岛事务的主导权,并且为其称霸全球的战略服务。本文从回顾冷战后美国对朝鲜政策的演变入手,集中分析了小布什政府第一任期在新保守主义理论的影响下制定的对朝强硬政策,“鹰式接触战略”的出台是其表现,强硬的态度则是这一时期小布什政府对朝政策的突出特点。在此政策受挫后,由于国内外形势的变化,面对巨大的压力,小布什政府在第二任期又对其进行了重大调整,采取了更加积极的多边主义外交,小布什政府这一时期的对朝政策充分体现了务实主义的传统。以“六方会谈”为表现的多边主义外交取得了一定的成效,但是距离其要实现的战略目标仍相差甚远。小布什政府在任期间,对朝政策经历了不断的调整和变化。这一过程对美朝关系、朝韩关系、东北亚局势和世界安全都产生了深远的影响,牵动着世界的目光。
[Abstract]:Since the end of World War II and the division of the Korean peninsula, the US policy towards the DPRK has generally gone through two major stages: the sharp confrontation of the Cold War era and the contact and containment after the Cold War. Since the end of the Cold War, the successive US administrations have put different policy emphasis on the DPRK policy. Different policy measures have also been adopted. After the Bush administration went bankrupt in its attempt to realize the reunification of the peninsula in accordance with the "German reunification model," the Clinton administration put the nuclear and missile issues at the core of the US policy towards North Korea. After the Bush administration came to power, The United States and North Korea have started round after round of games around the North Korean nuclear issue. But the United States' policy towards North Korea is no longer limited to this. The Bush administration will check and balance the neighboring powers of the Korean peninsula. No matter how the United States adjusts its policy towards the DPRK, its real purpose is to firmly grasp the dominant power of the Korean Peninsula affairs and serve its strategy of dominating the world. By reviewing the evolution of American policy toward Korea after the cold war, this paper focuses on the analysis of the tough policy toward North Korea formulated by the Bush administration under the influence of neoconservative theory in its first term, which is represented by the "hawkish contact strategy". The tough attitude was a prominent feature of the Bush administration's policy toward North Korea during this period. After this policy was frustrated, because of the changes in the domestic and foreign situation and the enormous pressure, the Bush administration made major adjustments to it in the second term of office. Adopting more active multilateralism diplomacy, the Bush administration's policy towards North Korea during this period fully embodies the tradition of pragmatism. The "Six-Party talks" as the manifestation of multilateralism diplomacy has achieved certain results. However, there is still a long way to go from the strategic goal to be achieved. During the Bush administration's tenure, the policy towards the DPRK has undergone constant adjustments and changes. This process has affected US-DPRK relations and inter-Korean relations. The situation in Northeast Asia and world security have had a profound impact on the eyes of the world.
