【摘要】:古巴作为美洲唯一的社会主义国家,自1961年以来长期受到美国的政治和经济封锁。美国在封锁的同时,仍致力于向古巴民众宣传民主和人权,,试图推翻卡斯特罗的统治,但长久以来却没有很大成效。奥巴马上台后,开始调整对古巴思维,而古巴近几年也正在进行经济改革,且颇见成效。结合以上背景,首先,本文根据奥巴马全球战略思维调整,具体概括了奥巴马政府对古巴政策的内容及特点,即在政策上促压结合,向古巴推行公共外交,并试图与古巴通过适当的官方沟通、有限度的放松制裁、增进民众交流来提升民事力量;其次,文章分析了奥巴马政府古巴政策改变的动因,即小布什政府古巴政策存在的困境、古巴经济的改革和奥巴政府全球外交战略的调整;最后,文章预测虽然美国和古巴可能会在未来加大缓和力度,但完全解除禁运恢复正常关系将仍是一条非常曲折的道路。
[Abstract]:Cuba, the only socialist country in the Americas, has long been subject to the political and economic embargo imposed by the United States since 1961, while the United States remains committed to propagating democracy and human rights to the Cuban people in an attempt to overthrow Castro's rule. But it hasn't worked for a long time. After Obama came to power, he began to adjust his thinking towards Cuba, which has been undergoing economic reforms in recent years, and that has worked. In that context, first of all, According to the readjustment of Obama's global strategic thinking, this paper concretely summarizes the contents and characteristics of Obama administration's policy towards Cuba, that is, to promote the combination of pressure and pressure in policy, to promote public diplomacy to Cuba, and to try to communicate with Cuba through appropriate official communication. The limited easing of sanctions and the promotion of public exchanges to enhance civil power; secondly, the article analyzes the reasons for the change of the Obama administration's Cuba policy, that is, the plight of the Bush administration's Cuban policy. The reform of the Cuban economy and the adjustment of the Oba administration's global diplomatic strategy; finally, the article predicts that while the United States and Cuba may step up their detente in the future, a complete lifting of the embargo and a return to normal relations will still be a very tortuous path.
