城市国际化背景下哈尔滨市外办角色定位分析

【摘要】：随着世界政治经济多极化的格局以及世界城市提档升级的发展，城市国际化成为了我国改革开放和地方城市自身发展的必然趋势。与此同时，我国的对外交往呈现多层次化趋势。地方城市正以准外交体的身份，在城市国际化的进程中，充分利用自身优势，积极开展为城市发展服务的对外务实合作。在经济全球化，区域一体化，，城市国际化的背景下，研究做为地方外事主角的哈尔滨市外办的角色定位，尤显意义重大。这篇论文以城市国际化为研究的环境预设，运用社会学的角色分析理论，把外事管理的研究层次延伸到更为具体的地方外事执行部门。以哈尔滨市外办为研究对象，通过外部角色预期和哈尔滨市外办自身的角色认知的互动，在对哈尔滨市外办角色在过去的演变和当前出现的问题进行详细分析的基础上，得出哈尔滨市外办在未来的角色定位和如何强化角色的结论，从而实现了城市国际化背景下对哈尔滨市外办的角色定位分析。
[Abstract]:With the multi polarization of the world political and economic pattern and the upgrading of the development of world city, international city has become the inevitable trend of reform and opening and the local city of China's own development. At the same time, foreign exchanges in China presents multi-level trend. The local city is in quasi foreign identity, in the process of internationalization of the city, make full use of their own advantages, and actively carry out foreign cooperation for the development of the city service. In the economic globalization, regional integration, internationalization of the city under the background of research, as the role of local foreign affairs leading the Harbin Municipal Foreign Affairs Office, especially significant. In this thesis, the internationalization of the city as the research environment of presupposition, using sociology the role analysis theory, the research level of foreign affairs management extends to more specific local foreign affairs departments. In implementation of the Harbin Municipal Foreign Affairs Office as the research object, through the external angle Interactive color expectations and the Harbin Municipal Foreign Affairs Office's role cognition, based on the role of the Harbin Municipal Foreign Affairs Office in the past evolution and the current problems are analyzed in detail. The Harbin Municipal Foreign Affairs Office in the future role and how to strengthen the role of the conclusion, so as to realize the background of internationalization of the city of Harbin City Foreign Affairs Office of the analysis role orientation.
