【摘要】：自20世纪90年代以来,全球化不断向深度和广度发展,全球性问题不断涌现,任何国家都无法有效解决全球性问题,需要世界各国共同面对,全球治理日益引起国际社会的关注,越来越多的行为主体参与全球治理进程。在现代社会,政党政治是国家政治生活运作的基本方式,政党成为国家政治生活的中心和主导力量。随着政党政治普及和政党作为新兴主体介入外交领域,政党外交由此产生。在全球化时代,政党外交越来越多地参与全球治理,发挥日益重要的作用。对政党外交在全球治理中的作用进行深入研究,有助于深入认识政党在国际政治、国际关系中独特作用的规律性,也有利于在政党政治背景下加深对全球治理的理解。政党外交是在政党政治普及及政党作为新兴行为体介入国际政治领域而产生的新的外交现象,而全球治理的兴起为政党外交创造了有利的外部条件。政党外交在促进国家关系稳定发展,推动全球性问题的解决,促进国际关系民主化等方面发挥着重要的作用,增强了全球治理的成效。当然,政党的意识形态特性、基本功能和缺乏强制手段导致政党外交参与全球治理有其局限性。在新的历史条件下,中国共产党在维护国家利益,超越意识形态,坚持党际关系四项原则的基础上积极开展政党外交,参与全球治理,通过政治对话、理论研讨、信息传播、干部培训等方式加强政党之间的交流,积极推动全球治理体系变革,倡导全球治理的新理念,提供全球治理的中国方案,产生了较好的效果。本文主要采取文献研究法、历史研究法,按照从一般到特殊,从理论到实践的思路,对全球治理理论和政党外交实践进行全面系统梳理、分析研究,最后得出结论。在绪论中,阐述了论文选题缘由、研究意义、研究现状,提出了本人的研究思路和可能的创新之处。第一章简要回顾了全球治理理论和政党外交的产生。第二章梳理了广义上的政党外交实践,分析了政党外交在全球治理中发挥的主要作用以及主要制约因素。第三章对中国共产党的政党外交进行分析研究,并尝试指出推进全球治理的对策。最后得出政党外交在全球治理中的定位结论。
[Abstract]:Since 1990s, globalization has continued to develop in depth and breadth, and global problems have sprung up. No country can effectively solve global problems. More and more actors participate in the process of global governance. In modern society, party politics is the basic mode of national political life. Political parties have become the center and leading force in national political life. With the popularity of party politics and the involvement of political parties as new subjects in the diplomatic field, party diplomacy has come into being. In the era of globalization, party diplomacy has become more and more involved in global governance. An in-depth study of the role of party diplomacy in global governance will contribute to an in-depth understanding of the regularity of the unique role of political parties in international politics and international relations. It is also conducive to deepening the understanding of global governance in the context of party politics. Party diplomacy is a new diplomatic phenomenon arising from the popularity of party politics and the involvement of political parties as new actors in international politics. The rise of global governance has created favorable external conditions for party diplomacy. Party diplomacy plays an important role in promoting the stable development of national relations, promoting the solution of global problems, and promoting the democratization of international relations. The effectiveness of global governance has been enhanced. Of course, the ideological characteristics of political parties, their basic functions and the lack of coercive means have led to their limitations in participating in global governance. Under the new historical conditions, the Communist Party of China is defending the national interests. On the basis of transcending ideology and adhering to the four principles of inter-party relations, we should actively develop party diplomacy, participate in global governance, and strengthen exchanges among political parties by means of political dialogue, theoretical discussions, information dissemination, and cadre training. Actively promoting the reform of the global governance system, advocating the new concept of global governance, providing the Chinese scheme of global governance, has produced better results. This paper mainly adopts the literature research method, the historical research method, according to the general to the special, From theory to practice, this paper systematically combs the theory of global governance and the practice of political party diplomacy, analyzes and studies, and finally draws a conclusion. The first chapter briefly reviews the theory of global governance and the emergence of party diplomacy. The second chapter combs the broad sense of political party diplomacy practice. This paper analyzes the main role of party diplomacy in global governance and the main restrictive factors. Chapter three analyzes and studies the party diplomacy of the Communist Party of China. It also tries to point out the countermeasures to promote global governance, and finally draws the conclusion of the orientation of party diplomacy in global governance.
