海合会国家民用核能政策及开发现状研究

【摘要】：在人类社会发展史上，，能源需求一直是个绕不开的话题。近代以来，煤、石油和天然气，作为当今世界的三大能源，在能源的消费史上，一直占据着重要的位置。随着社会的发展、人类的不断进步，能源的需求不断上升，寻求新能源成为当今国际社会的共识。核能作为一种新能源，具有储量丰富、经济、高效、清洁等特点，日益成为世界各国选择的对象。作为拥有丰富石油和天然气的海合会（全称海湾阿拉伯国家合作委员会，GulfCooperationCouncil GCC，简称海合会，包括国家为：沙特阿拉伯、阿拉伯联合酋长国、科威特、卡塔尔、阿曼和巴林）六国，面对日益紧张的国际能源形势，也开始着手开发核能。中东地区历来是国际社会的热点，这里能够成为世界的热点，除了重要的地理位置、复杂的民族宗教矛盾，还有一个重要的原因：丰富的能源——石油和天然气。2006年12月10日，海湾合作委员会宣布，开发和利用民用核能源。海合会的这一决定，引起了国际社会的极大关注，作为拥有丰富石油和天然气的海湾六国，为什么突然对核能的开发和利用感兴趣？是能源需求？还是战略需要？近年来，核问题（主要是以色列、伊朗）一直是中东的热点问题，海合会六国的核能开发和利用，无疑会对对于中东地区产生重要影响。本文将主要讨论海合会六国的民用核能政策的起因、开发和利用现状、国际反响，及对地区局势的影响等。首先对其开发民用核能源的主要原因进行简要叙述和分析，接着，对近年来（主要是2006年12月份以来）海合会六国民用核能源开发和利用的现状进行知识梳理并对其民用核能源开发的可行性进行归纳；然后，通过国际社会的反应进行简要整理，并就其面临的问题、挑战和前景进行分析；最后就其对于中东地区、国际社会政治、经济等方面的影响进行展开，指出海湾六国这一举动将有可能对于世界地缘政治、能源结构、国际关系等产生的影响。在文章结束部分，文章谈到了我国在面对海合会这一决策（民用核能源的开发和利用）应该采取积极和行之有效的应对措施。
[Abstract]:In the history of the development of human society, energy demand has always been an inextricable topic. Since modern times, coal, oil and natural gas, as the three major sources of energy in the world today, have been consumed in the history of energy consumption. With the development of society and the progress of human beings, the demand for energy has been rising, and seeking new energy has become the consensus of the international community. Nuclear energy, as a new energy source, is rich in reserves, economic, efficient, clean and so on. Increasingly, the countries of the world are choosing... As the Gulf Cooperation Council (GCC), which is rich in oil and gas, the GCC, including Saudi Arabia, the United Arab Emirates, Kuwait, Qatar, Oman and Bahrain) have also begun to develop nuclear energy in the face of growing international energy tensions. The Middle East region has always been a hot spot in the international community. It can become a hot spot in the world. In addition to its important geographical location and complex ethnic and religious contradictions, there is also an important reason: abundant energy-oil and natural gas. December 10th 2006, Declaring that the decision of the Gulf Cooperation Council to develop and utilize civilian nuclear energy... the GCC decision is of great concern to the international community as the six Gulf States rich in oil and gas, Why is there a sudden interest in the development and use of nuclear energy? Is it energy demand? Or strategic needs? In recent years, the nuclear issue (mainly Israel, Iran) has been a hot issue in the Middle East. The development and utilization of nuclear energy in the six GCC countries will undoubtedly have an important impact on the Middle East region. This paper will mainly discuss the causes of the civil nuclear energy policies of the six GCC countries, the current situation of their development and utilization, their international repercussions, and their impact on the regional situation. First, the main reasons for their development of civil nuclear energy will be briefly described and analyzed, and then, The current situation of the development and utilization of civil nuclear energy in the six GCC countries in recent years (mainly since December 2006) is reviewed and the feasibility of its civil nuclear energy development is summarized. Through a brief review of the international community's response, and an analysis of the problems, challenges and prospects it faces; finally, on its impact on the Middle East region, on the political and economic aspects of the international community, etc. Pointing out that this move by the six Gulf countries will likely have an impact on world geopolitics, energy structure, international relations, and so on. At the end of the article, This paper points out that China should take active and effective countermeasures in the face of the GCC decision (the development and utilization of civil nuclear energy).
