海湾三岛问题研究

【摘要】：领土争端是中东地区普遍存在的一个突出问题,不仅关系到相关国家的主权与领土完整,影响它们相互之间的关系发展,而且直接关系到整个地区的和平与稳定。伊朗与阿拉伯联合酋长国之间的海湾三岛争端就是其中一个值得研究的个案。位于波斯湾东部、邻近霍尔木兹海峡的阿布穆萨岛和大、小通布岛,因其重要的战略位置,历史上就成为邻近国家和西方殖民国家争夺的对象。1971年11月底,伊朗趁英国从海湾撤军之机,出兵占领了三岛。此后40年里,阿联酋与伊朗两国在三岛的主权归属问题上争执不断。由于双方始终坚持三岛主权归属自己的立场,互不妥协,两国之间的这一领土争端至今未能解决。本文共分四章,分别阐述了争端的历史、过程、解决办法及解决前景。第一章介绍三岛的历史、地理概况,阐述争端的历史缘由。第二章介绍阿联酋与伊朗争夺三岛主权的主张与行为,以及关于三岛争端的双边谈判,海合会等地区和国际组织的调解努力。第三章从国际法角度分析三岛的主权归属,并结合现行的国际冲突的解决途径与方法,提出解决三岛问题的有效途径和可行方法。第四章论述三岛问题的解决前景。通过分析影响三岛问题解决的有利、不利因素,总结三岛问题的特点,勾勒出三岛问题的解决前景。三岛争端是历史遗留下的问题,与英国在海湾地区的殖民统治有着直接关系,也与争端当事国间的利益之争密切相关。三岛争端的解决难度较大。目前它仍是阻碍伊朗与阿联酋及海湾其他阿拉伯国家关系发展的一大障碍,也是威胁海湾地区稳定与安全的隐患之一,同时还可能是美国等西方国家借机扩大和巩固在海湾的影响力和主导地位的绝佳机会。因此,公正、合理、和平地解决三岛问题,不仅能够改善阿伊双边关系,促进相互间的合作,而且还可以对维护海湾地区的安全与稳定起到积极作用。
[Abstract]:Territorial disputes are a prominent and widespread problem in the Middle East, which not only concerns the sovereignty and territorial integrity of the States concerned, but also affects the development of their relations with each other, And it has a direct bearing on the peace and stability of the entire region. The dispute over the three islands of the Gulf between Iran and the United Arab Emirates is one case worth studying. Located in the eastern part of the Persian Gulf, near the Strait of Hormuz, Abu Musa Island and Big and small Tunb Island have historically been the object of contention between neighboring countries and Western colonial powers because of their important strategic position. At the end of November 1971, Iran took advantage of the British withdrawal from the Gulf to send troops to occupy the three islands. Over the next 40 years, the United Arab Emirates and Iran have been arguing over the sovereignty of the three islands. The territorial dispute between the two countries has yet to be resolved. This paper is divided into four chapters, respectively, describing the history, process, solution and prospect of the dispute. The first chapter introduces the history and geography of the three islands. Chapter two introduces the claims and actions of the United Arab Emirates and Iran over the sovereignty of the three islands, as well as bilateral negotiations on the dispute over the three islands. The mediation efforts of the GCC and other regional and international organizations. Chapter III analyzes the sovereignty of the three islands from the perspective of international law, and combines the existing ways and means of resolving international conflicts. This paper puts forward the effective ways and feasible methods to solve the problem of the three islands. Chapter 4th discusses the prospect of solving the problem of the three islands. Through the analysis of the favorable and unfavorable factors affecting the solution of the problem of the three islands, the characteristics of the problem of the three islands are summarized. Outline the prospect of solving the problem of the three islands. The dispute over the three islands is a legacy of history and has a direct bearing on Britain's colonial rule in the Gulf region. It is also closely related to the interests of the parties to the dispute. The settlement of the three-island dispute is more difficult. At present, it is still a major obstacle to the development of relations between Iran and the United Arab Emirates and other Arab states in the Gulf. It is also one of the hidden dangers threatening the stability and security of the Gulf region, and it may also be an excellent opportunity for the United States and other Western countries to take the opportunity to expand and consolidate their influence and dominance in the Gulf. Therefore, a just, reasonable and peaceful solution to the issue of the three islands, It will not only improve bilateral relations and promote mutual cooperation, but also play a positive role in maintaining security and stability in the Gulf region.
