【摘要】：自奥巴马政府组阁以来,美国行政机构在南海问题上态度强硬。美国国会也在南海议题上动作频发,议员频繁提交有关南海问题的立法提案,甚至就南海争端的态度、政策等问题直接致函美国行政部门,参众两院有关委员会也就该问题举行多场听证会。美国国会在南海问题上的关注范围也越来越广,从90年代对航行自由、无害通过的关注扩展到如今对南海的资源勘探与开发、中国在南海的岛礁和军事建设等多方面问题的关注。可以说,一直以来美国国会都是中美关系发展的负面要素,美国行政当局现下对南海争端的强硬态度和立场显然伴有美国国会的深层次影响。加强对美国国会的研究,针对国会方面提出解决问题的新举措,已变得尤为重要。本文以美国国会涉及南海问题相关议案的原始记录、档案为依据,通过对历届国会相关提案资料进行梳理分析,整理出美国国会涉及南海局势的提案类型、提案内容、提案数量的变化趋势,总结出美国国会就南海争端问题的态度转变,归纳出参众两院关于南海问题的提案动因,并针对美国国会方面提出相关应对策略,以尽量减少美国国会在南海问题对我国造成的消极影响。随着南海问题的持续发酵,南海海上领土纠纷已成为潜在的地区安全隐患。南海问题已变为中美关系良性发展的新阻碍,亦是中国在国际上负面舆论的来源点。持续关注南海争端的最新发展现状,分析影响南海问题的多方因素来源,加强中国的在各方面的战略应对,维护好我国的国家利益,已刻不容缓。
[Abstract]:Since the Obama administration formed its cabinet, the US administration has taken a hard line on the South China Sea issue. The United States Congress has also acted frequently on the South China Sea issue, and lawmakers have frequently submitted legislative proposals on the South China Sea issue and even on the South China Sea dispute. Policy and other issues have been directly addressed to the US executive branch, and the relevant committees of the House and Senate have held a number of hearings on this issue. The United States Congress has also become increasingly concerned about the South China Sea issue, with regard to freedom of navigation since 90s. The concern of innocent passage extends to such issues as resource exploration and development in the South China Sea, China's islands and reefs in the South China Sea and military construction. It can be said that the United States Congress has always been a negative element in the development of Sino-US relations. The current tough attitude and stance of the US administration on the South China Sea dispute is obviously accompanied by the deep influence of the US Congress. Strengthen the study of the US Congress and propose new measures to resolve the problems on the Congressional side. It has become particularly important. Based on the original records and files of the bills related to the South China Sea issue in the United States Congress, by combing and analyzing the relevant bills of previous Congress, this paper sorted out the types of proposals related to the situation in the South China Sea in the United States Congress. The content of the proposal, the changing trend of the number of proposals, summed up the changes in the attitude of the US Congress on the issue of the South China Sea dispute, summed up the motivations of the House and Senate proposals on the South China Sea issue, and put forward some relevant coping strategies for the US Congress. In order to minimize the negative impact of the US Congress on the South China Sea issue. As the South China Sea issue continues to grow, The dispute over maritime territory in the South China Sea has become a potential regional security hazard. The South China Sea issue has become a new obstacle to the healthy development of Sino-US relations, and it is also a source of negative public opinion in the world for China. It has continued to pay close attention to the latest development of the dispute in the South China Sea. It is urgent to analyze the sources of various factors affecting the South China Sea issue, strengthen China's strategic response in all aspects, and safeguard China's national interests.
