俄罗斯对朝鲜半岛核问题和萨德的立场与中俄战略协作

【摘要】：2016年朝鲜频繁进行核试验和导弹发射,美韩又决定在韩国部署萨德反导系统。这使朝鲜半岛局势变得更加纷繁复杂,使东北亚地区的和平与安全受到严峻挑战。俄罗斯对朝鲜核试验和导弹发射计划表示强烈谴责,支持联合国安理会对朝鲜的制裁决议,主张尽快恢复北京六方会谈进程,通过政治外交手段解决朝鲜半岛核问题。俄罗斯反对在韩国部署美国萨德反导系统,认为这是美国在建立从欧洲到亚太地区弧形全球反导系统,是美国谋求军事优势的战略布局,它可能打破东北亚地区和全球战略力量平衡,对俄罗斯国家安全构成严重威胁。中俄两国在朝鲜半岛核问题和萨德反导系统问题上具有相近或共同立场,加强中俄战略协调与合作,将有助于推动朝鲜半岛无核化,消除美国在韩国部署萨德反导系统可能产生的消极影响。
[Abstract]:In 2016, North Korea conducted frequent nuclear tests and missile launches, and the United States and South Korea decided to deploy the THAAD anti-missile system in South Korea. This made the situation on the Korean peninsula more complicated. Russia strongly condemns the DPRK nuclear test and missile launch plan, supports the UN Security Council sanctions resolution against the DPRK, and advocates the resumption of the six-party talks process in Beijing as soon as possible. Resolving the nuclear issue on the Korean peninsula through political and diplomatic means. Russia opposes the deployment of the US THAAD anti-missile system in South Korea, believing that this is a global anti-missile system that the United States is building from Europe to the Asia-Pacific region. It is the strategic layout in which the United States seeks military superiority. It may upset the balance of strategic power in Northeast Asia and the world. It poses a serious threat to Russian national security. China and Russia share similar or common positions on the nuclear issue on the Korean peninsula and on the issue of THAAD anti-missile system. Strengthening Sino-Russian strategic coordination and cooperation will contribute to the denuclearization of the Korean peninsula. Eliminate the possible negative impact of the US deployment of the THAAD anti-missile system in South Korea.
