机制变迁、多层治理与北极治理的未来

【摘要】：在气候变化、经济全球化以及地缘政治变化的背景下,北极地区事务正在经历大规模的态势变迁,这也必然推动北极治理机制不断演进。北极治理机制演进的轨迹与方向,取决于参与其中的多种力量在不同层面的互动与消长。北极地区事务的多样化和复杂性,从根本上要求对这些事务在多层面进行治理。本文以多层治理理论为视角,对北极治理现状及参与行为体进行考察,认为北极地区事务治理将逐渐走向有序,北极治理机制将更加制度化。北极治理是价值支配下的协调行动,而多层治理模式代表着北极治理演进的方向,多层治理下的北极治理架构将更具开放性、合法性与有效性。只有基于全人类利益理念的北极多层治理,才能实现北极地区事务的善治。
[Abstract]:In the context of climate change, economic globalization and geopolitical changes, Arctic affairs are undergoing large-scale changes, which will inevitably promote the evolution of Arctic governance mechanisms. The diversity and complexity of Arctic affairs fundamentally require that these matters be governed on multiple levels. This paper takes the theory of multi-level governance as a perspective. After reviewing the current situation of Arctic governance and participating actors, it is concluded that the governance of Arctic affairs will gradually move towards order, and the Arctic governance mechanism will be more institutionalized. Arctic governance is a coordinated action under the control of value. The multi-layer governance model represents the direction of Arctic governance evolution, and the Arctic governance structure under multi-layer governance will be more open, legitimate and effective. To achieve good governance of Arctic affairs.
