【摘要】：当今时代,外交已经从政治、军事领域拓展到了经济、社会和文化等多个领域,单纯依靠传统的外交方式已经难于完全实现外交目的。同时,在经济全球化和信息化的推动下,国家间交往日趋密切,政府失去了对信息的垄断权,普通公众拥有了更多机会了解和认识国外政治和社会信息,并参与到对外交往活动和对外决策中。特别是随着公民素质的不断提升,公众关心、参与政治事务的热情不断高涨,国际舆论对国家行为和对外关系产生了前所未有的影响和作用,在这些背景下,公共外交应运而生。公共外交是一国政府面向他国社会和民众,通过大众传媒的手段,以提高本国知名度和美誉度,营造良好国际舆论环境和树立良好国家形象为目的的外交形式。公共外交的开放性和对象的公众化,要求新的外交理念和方式,同时,外交的行为主体也需要发生变化。公众作为行为主体在参与公共外交时表现出的平等性、亲和力和低风险性等优势,是政府外交的重要补充和完善,是公共外交实践需要挖掘和整合的重要资源。因此,将公众作为行为主体引入公共外交,拓宽公众参与公共外交的渠道和平台,有效发挥公众的公共外交优势,开展更加全面和深入的对外关系活动,成为新时期公共外交发展的必然趋势。本文将如何提升中国公共外交能力作为研究目标,将公众作为行为主体参与公共外交作为研究的立足点,通过对公众参与公共外交的重要性、参与途径等问题的分析,借鉴世界主要国家公众参与公共外交的有益经验,总结中国公共外交中公众参与存在的问题和缺陷,最后提出如何提升中国公共外交中公众参与能力的对策和建议。
[Abstract]:Nowadays, diplomacy has expanded from political and military fields to many fields such as economy, society, culture and so on. It is difficult to fully realize diplomatic goals by relying solely on traditional diplomatic methods. At the same time, under the impetus of economic globalization and information technology, With closer exchanges between countries, governments lose their monopoly on information, and the general public has more opportunities to understand and understand foreign political and social information. And participate in foreign exchanges and decision-making. Especially with the continuous improvement of the quality of citizens, the public is concerned about, and the enthusiasm for participating in political affairs is constantly rising. International public opinion exerts unprecedented influence and effect on state behavior and foreign relations. Under these circumstances, public diplomacy emerges as the times require. Public diplomacy is a means by which the government of a country faces the society and the people of other countries, through the means of mass media, in order to enhance its popularity and reputation. Creating a good international public opinion environment and establishing a good national image as the purpose of diplomacy. The openness of public diplomacy and the public orientation of its objects require new diplomatic concepts and methods, and at the same time, The behavior subject of diplomacy also needs to change. The advantages of equality, affinity and low risk in participating in public diplomacy are the important complement and perfection of government diplomacy. It is an important resource that needs to be excavated and integrated in the practice of public diplomacy. Therefore, it is necessary to introduce the public as the main body of conduct into public diplomacy, broaden the channels and platforms for public participation in public diplomacy, and give full play to the advantages of public diplomacy. Carrying out more comprehensive and deep activities of foreign relations has become the inevitable trend of the development of public diplomacy in the new period. In this paper, how to improve the ability of China's public diplomacy as the research goal and the public as the subject to participate in public diplomacy as the foothold of the study, through the analysis of the importance of public participation in public diplomacy, participation in the way and other issues. This paper draws lessons from the beneficial experience of public participation in public diplomacy of major countries in the world, summarizes the problems and shortcomings of public participation in Chinese public diplomacy, and finally puts forward some countermeasures and suggestions on how to enhance the public participation capacity in China's public diplomacy.
