冷战后首脑外交的新变化及其未来发展趋势研究

【摘要】： 冷战结束后,国际形势出现新的变化,两极化走向终结,世界朝多极化发展。面对新的国际局势带给世界的冲击,要长时间维护世界的和平与发展,传统的国际合作模式已经无法解决冷战后世界各国需要共同面临的全球性问题。随着总体国际环境的变化和国际社会的内在要求,以首脑外交形式运行的合作就在世界范围内被越来越多的国家应用到外交实践。首脑外交的广泛应用,对国际关系的变化会产生了重要的影响。首脑外交是当今世界国际舞台上一个值得研究的现象。首脑外交是国家元首或政府首脑直接参与的外交活动,不仅是最受人关注,也是最具权威性。首脑外交目的是追求和实现国家战略利益,在整个外交实践中具有举足轻重的地位。首脑外交起源久远,但一度受到职业外交的抑制,一战后,首脑外交重新受到人们的重视,二战后,首脑外交迅速复兴。冷战后,国际冲突、气候变化、以及恐怖主义等全球性问题日益突出,使得首脑参与外交的力度与频度不断增强,首脑外交的作用也越来越明显,其外交形态也日益成熟。近年来,中国也积极参与首脑外交活动,并且在国际事务中发挥的作用越来越大,不仅进一步促了中国与世界各国关系的发展,也为中国的和平崛起创造了良好的外部环境。虽然首脑外交还存在一些需要解决的困难和问题,不断受到国际社会的批评,但是从国际学术界的研究以及脑外交本身发展来看,重塑首脑外交成为未来发展的一个重要趋势。
[Abstract]:After the end of the Cold War, there have been new changes in the international situation, the polarization has come to an end, and the world is moving towards multipolarization. In the face of the impact of the new international situation on the world, it is necessary to maintain world peace and development for a long time. The traditional mode of international cooperation has been unable to solve the global problems that all countries in the world need to face after the cold war. With the changes in the overall international environment and the inherent requirements of the international community, The cooperation in the form of summit diplomacy has been applied to diplomatic practice by more and more countries all over the world. The extensive application of summit diplomacy has had an important influence on the changes of international relations. Summit diplomacy is a phenomenon worth studying on the world stage today. Summit diplomacy is a diplomatic activity in which the head of State or Government is directly involved, and is not only the most concerned. It is also the most authoritative. The purpose of summit diplomacy is to pursue and realize the national strategic interests, and it plays an important role in the whole diplomatic practice. The summit diplomacy originated from a long time ago, but was once restrained by professional diplomacy. After the first World War, Summit diplomacy has received renewed attention. After World War II, it was rapidly revived. After the Cold War, global issues such as international conflicts, climate change and terrorism have become increasingly prominent, making the level and frequency of leaders' participation in diplomacy constantly increasing. The role of summit diplomacy is becoming more and more obvious, and its diplomatic form is becoming increasingly mature. In recent years, China has also actively participated in summit diplomacy and played an increasingly important role in international affairs. It not only further promoted the development of relations between China and other countries in the world, but also created a good external environment for China's peaceful rise. Although there are still some difficulties and problems in summit diplomacy that need to be solved, they are constantly criticized by the international community. But from the research of international academic circles and the development of brain diplomacy itself, reshaping summit diplomacy becomes an important trend in the future.
