美以特殊关系及其动力因素研究

【摘要】：美国和以色列是在国土面积和国家实力等方面相差悬殊但关系相当密切的两个国家。理论界一直将美国以色列关系定义为特殊的关系。美国以色列之间的特殊关系源起于犹太复国主义时期,成熟于冷战时期,经历了冷战后战略基础的新调整之后继续平稳发展。虽然两国之间特殊关系的建立经历过一系列的波折,但依旧成为国际关系史上一个超级大国与一个小国结盟的特殊案例。 美国与以色列两国关系的特殊性表现在政治、经济、军事、文化等多个方面。在政治层面,美以两国之间的特殊关系首先表现在政治和外交层面上的相互支持,美国成为最早承认以色列建国的国家,而建国后的以色列一路追随美国,在国际社会上坚定站在美国一边。在经济层面上,美以关系的特殊性一方面表现在美国对以色列的经济援助上,另一方面体现就是两国紧密的经济联系和合作。美国对以色列的经济援助呈现出援助数额大,援助周期长,援助监管松弛三个特点。美国以色列特殊关系在军事层面上首先表现为美国对以色列的军事援助,其次便是美以两国在战略军事情报方面的共享与合作。在社会层面上两国的相互认同以及两国在学术方面的交流都给这两国关系增添特殊的色彩。 本文在对美国以色列关系的历史梳理及其特殊性分析的基础上详细分析了推动这种特殊关系维系和发展的动力因素。这些动力因素主要包括战略和安全利益因素、美国院外游说集团因素、文化认同因素等方面,这些动力因素在不同历史时期对于推动美以特殊关系所扮演的角色也不相同,并且这些动力因素本身也处在一个彼此建构的过程当中。因此,本文是在动态中开展对美以特殊关系及其动力因素的研究。 基于对美以特殊关系动力因素的动态分析,本文对美以特殊关系的未来发展做出了预测。美国和以色列两国之间的特殊关系是由诸多因素推动而形成,这些推动因素在新的时期呈现不同的特点并发挥不同的作用。反恐、防扩散以及推行民主成为新时期推动美以两国特殊关系发展的战略动因,美以两国相互的文化认同作为深层动因继续推进美以两国特殊关系向前发展,美国犹太人院外游说集团作为推动美以特殊关系发展的辅助动因也将继续发挥作用。美国新近的战略东移的调整对美以特殊关系未来发展来讲也是一次难得的机遇。因此,在动力因素依旧起作用的当下,美以特殊关系在相当长的时期内仍将得以维系。
[Abstract]:The United States and Israel are two different countries in terms of land size and national strength, but the relationship is quite close. The theorists have always defined the U.S.-Israel relationship as a special relationship. The special relationship between the United States and Israel. Dating back to the Zionist era, Mature in the Cold War period and continue to develop smoothly after a new adjustment of the strategic basis after the Cold War. Although the establishment of special relations between the two countries has experienced a series of twists and turns, But it remains a special case of a superpower allied with a small country in the history of international relations. The particularity of the relationship between the United States and Israel is manifested in political, economic, military, cultural and other aspects. At the political level, the special relationship between the United States and Israel is first manifested in mutual support at the political and diplomatic levels. The United States became the first country to recognize Israel's statehood, and since its founding Israel has followed the United States and firmly sided with the United States in the international community. At the economic level, The particularity of US-Israel relations is manifested on the one hand in the United States' economic assistance to Israel, on the other hand, in the close economic ties and cooperation between the two countries. The United States' economic assistance to Israel shows a large amount of aid and a long aid cycle. Three characteristics of aid regulation relaxation. The special relationship between the United States and Israel at the military level is first manifested in the United States' military assistance to Israel. Secondly, the sharing and cooperation between the United States and Israel in strategic military intelligence. At the social level, the mutual recognition between the two countries and the academic exchanges between the two countries add a special color to the relationship between the two countries. On the basis of analyzing the history and particularity of U.S.-Israel relationship, this paper analyzes in detail the motive factors that promote the maintenance and development of this special relationship. These dynamic factors mainly include the factors of strategic and security interests. The factors of lobby groups outside the courts of the United States, the factors of cultural identity, and so on, these dynamic factors have played different roles in promoting the special relationship between the United States and Israel in different historical periods. And these dynamic factors themselves are also in a process of mutual construction. Therefore, this paper is to carry out a dynamic study of the special relationship between the United States and Israel and its dynamic factors. Based on the dynamic analysis of the dynamic factors of the special relationship between the United States and Israel, this paper predicts the future development of the special relationship between the United States and Israel. These factors have different characteristics and different roles in the new period. Anti-terrorism, non-proliferation and the promotion of democracy are strategic drivers for the development of the special relationship between the United States and Israel in the new period. The mutual cultural identity between the United States and Israel continues to push forward the development of the special relationship between the United States and Israel as a deep motive. The Jewish lobby group in the United States will also continue to play a role as an auxiliary agent in promoting the development of the special relationship between the United States and Israel. The adjustment of the recent eastward shift of the United States strategy is also a rare opportunity for the future development of the special relationship between the United States and Israel. At a time when dynamic factors are still at work, the special relationship between the US and Israel will be maintained for a long time.
