【摘要】：对外援助是实现美国外交政策的重要手段。美国的对外援助有着一些独特之处：首先,作为一个超级大国,它具备提供援助的雄厚实力基础；其次,美利坚民族有着强烈的价值观倾向,这种“乐善好施”是其履行使命的体现；第三,美国在国际体系中的地位决定了它广泛的利益范围,对外援助服务于这一庞大的目标体系。对外援助是在冷战的时代背景下兴起的,美国灵活地运用了这种外交工具,虽然援助对象的选择、范围的确定、数额的分配在不同阶段会有所变化,但总体上是以国家安全战略为主轴的。美国通过提供物资、技术、人员等,增进了与受援国的政治、经济和军事关系,对受援国实力提升、秩序稳定乃至发展道路的选择都产生了巨大的影响；同时,美国也从中渔利,巧妙地实现了自己的目标,巩固了霸权地位。
[Abstract]:Foreign aid is an important means to realize the foreign policy of the United States. The United States foreign aid has some unique features: first, as a superpower, it has a strong base of assistance; secondly, The American nation has a strong tendency towards values, and this "charity" is the embodiment of its mission. Third, the United States' position in the international system determines its broad range of interests. Foreign aid served this huge target system. Foreign aid rose in the context of the Cold War era. The United States used this diplomatic tool flexibly, although the choice and scope of the aid target was determined. The distribution of the amount will change at different stages, but in general it is based on the national security strategy. The United States has enhanced its political, economic and military relations with the recipient countries by providing materials, technology, personnel, etc., and the strength of the recipient countries has been enhanced. Order stability and even the choice of the road of development have had a great impact; at the same time, the United States has subtly realized its goal and consolidated its hegemonic position.
