中国对外关系展开中的地方参与研究

【摘要】:在全球化的时代背景和中国走和平发展道路的政策指引下,中国地方部门在对外关系中的参与程度也达到了一个新的水平,成为当代中国政治、经济生活中的突出现象。而学科特点造成的中国内外政治结合型研究不足,以及中国内外政治协调发展的理论化需要,都使得中国对外关系展开的地方参与研究成为一种新兴的研究方向。同时,大量外事档案、政府文件、统计数据的存在以及相关论著的涌现,使利用社会科学方法开展这项研究成为可能。本文提出,地方参与中国对外关系展开的程度与深度,取决于中国央地、内外、地地三组关系的变化。为全面理解中国对外关系展开中的地方参与,本文的研究主要分为三个部分:首先,是理论部分的研究。对于地方参与对外关系的一般解释而言,已有的多层治理理论与功能主义理论都有提倡竞争性合作的问题,潜在的政治社会学解释则无法提供清晰的问题解决进路,而且现有理论多基于对西方国家对外关系的考察与辨析。在批判上述三种一般解释的基础上,将地方部门作为对外关系的“有限参与行为体”,提出地方参与对外关系的“有限参与”解释。这一解释,是在继续和坚持承认主权国家是国际关系行为主体的前提下,以中央对地方的对外事务授权有限为原则,将地方提升到作为对外关系的一类“有限”参与主体,并以对外关系发展中央地、内外、地地的合作最大化为目标,在“整体”考量的基础上,注重国家的国内-国际综合治理观形成。其次,是比较研究方面。通过中西在地方参与对外关系方面的比较研究,特别是与代表联邦制国家的德国进行比较,提出政治关系与法律关系这两种央地关系传统,和央地协力与央地竞合这两类有限参与适用,从而厘清中国对外关系展开中的地方参与之组织特点、历史流变和运行逻辑。最后,,在案例研究部分,使有限参与的解释贯穿于沿海经济次区域的国际化、边境省区与跨区域国际合作、中国非中央政府驻德代表机构以及地方发展与国际组织在华活动等研究。并通过上述四个案例,从由内而外、由外而内两个大的观察视角,既说明中国对外关系展开中的地方参与形式与现状,又进一步验证绪论部分提出的,在新的国际环境下,中国对外关系展开中存在央地协力的政策倾向;中国在内外关系协调发展的实践中实现了国内国际制度建设的不断优化;地方多样性蕴含着中国对外关系展开中可能的地地合作三个研究假设。
[Abstract]:Under the guidance of the era of globalization and China's policy of taking the path of peaceful development, the participation of local authorities in foreign relations has also reached a new level, becoming contemporary Chinese politics. The prominent phenomenon in economic life, and the lack of research on the combination of internal and external politics caused by the characteristics of disciplines, as well as the theoretical needs of the coordinated development of internal and external politics in China, All of which make the research of local participation in China's foreign relations a new research direction. At the same time, the existence of a large number of foreign affairs files, government documents, statistical data and the emergence of related works. This paper suggests that the extent and depth of local participation in the development of China's foreign relations depends on the central, internal and external areas of China. In order to fully understand the local participation in the development of China's foreign relations, the research in this paper is divided into three parts: first, the theoretical part of the study. For the general interpretation of local participation in foreign relations, Existing theories of multi-level governance and functionalism both have the problem of advocating competitive cooperation, while potential political and sociological explanations cannot provide a clear path to the solution of the problem. Moreover, most of the existing theories are based on the investigation and analysis of the foreign relations of western countries. On the basis of criticizing the three general explanations mentioned above, Taking the local sector as the "limited participation actor" in external relations, and proposing the "limited participation" interpretation of local participation in foreign relations... this interpretation is based on the continued and persistent recognition of sovereign States as the subject of international relations, Based on the principle of limited authorization from the central government to local foreign affairs, the local government should be promoted to be a kind of "limited" participant in foreign relations, with the aim of maximizing the cooperation among the central, internal and external, local and local authorities in the development of foreign relations. On the basis of "overall" consideration, we should pay attention to the formation of a country's domestic and international comprehensive governance concept. Secondly, it is about comparative research. Through the comparative study of local participation in foreign relations between China and the West, In particular, comparing with Germany, which represents the federal state, it puts forward the tradition of political relations and legal relations, and the two types of limited participation, that is, the cooperation of central authorities and the competition between central regions and central regions. In order to clarify the organizational characteristics, historical changes and operational logic of local participation in the development of China's foreign relations, finally, in the case study part, the explanation of limited participation runs through the internationalization of the coastal economic sub-region. Border provinces, regions and cross-regional international cooperation, Chinese non-central government representative offices in Germany and the activities of local development and international organizations in China. And through the four cases mentioned above, from the inside to outside, from the outside to the inside, two big observation angles are taken. It not only explains the form and present situation of local participation in the development of China's foreign relations, but also further verifies the policy tendency of central and local cooperation in the development of China's foreign relations under the new international environment. In the practice of harmonious development of internal and external relations, China has realized the continuous optimization of domestic and international institutional construction, and local diversity contains three hypotheses of possible ground cooperation in the development of China's external relations.
