国际视域内的反恐警务理论与实务——“反恐对策与应急管理国际高端论坛”述评

【摘要】：反恐警务是反恐工作的重要组成部分,它以法律为框架,以防范和打击恐怖主义犯罪为目标,在理论研究与措施研发等方面具有独到之处。面对国际和国内恐怖威胁形势的加剧,各国警方积极采取措施加以应对,其中调动民众参与反恐警务工作和尊重公民权利被认为是今后一段时间内反恐警务工作发展的方向。"大数据"在警务工作中的应用是近期国际警学界研究的热点,它不仅能够提升反恐警务工作效率,还或将引发犯罪预防手段的整体革新。中国反恐警务工作在与境内外恐怖势力斗争的过程中,日趋成熟与完善,融合"礼法合治、德主刑辅"理念的社区警务反恐被认为是有中国特色的反恐警务模式。国际警学交流对我国反恐警务工作、警务发展和警学发展方向等产生积极的促进和有益的启发。
[Abstract]:Anti-terrorist policing is an important part of counter-terrorism work. It takes the legal framework as the framework and aims at preventing and combating terrorist crimes. They are unique in theoretical research and research and development of measures. Faced with the intensification of the international and domestic terrorist threat, the police of various countries have taken active measures to deal with it. Among them, mobilizing the public to participate in the work of anti-terrorist policing and respecting the rights of citizens is considered to be the direction of the development of the work of anti-terrorist policing in the future. The application of "big data" in police work is a hot spot in the recent research of international police circles. It can not only enhance the efficiency of counter-terrorism police work, but also lead to the overall innovation of crime prevention means. In the process of fighting against domestic and foreign terrorist forces, China's counter-terrorism policing work is becoming increasingly mature and perfect, and it integrates "etiquette, law, and governance." Community policing is considered to be a mode of anti-terrorist policing with Chinese characteristics. The international police exchange has positive promotion and beneficial inspiration to our country's anti-terrorism policing work, police development and the direction of police science development.
