长沙市城市反恐问题研究

【摘要】：城市恐怖主义给各国的政治经济文化带来了巨大的影响。恐怖主义一般选择大城市为袭击目标，以此来增加影响力和给公众造成更多的恐怖心理。随着新型恐怖主义的发展，恐怖活动呈现出实施手段高科技化、目的更政治化的发展趋势；影响城市恐怖主义的主要因素有政治因素、国际因素、宗教因素、民族因素等多个因素，且高科技恐怖袭击、网络恐怖袭击、自杀性爆炸等多种恐怖袭击方式层出不穷，给世界各国人民带来了巨大的灾难。长沙一直以娱乐、餐饮、影视文化著称，长沙的地下轨道交通建设正在进行之中，长沙市的反恐压力骤增。而长沙在应对城市反恐方面，由于地处内陆省份，还没有发生大型的恐怖袭击事件，长沙市在城市反恐上面临着城市反恐经验不足、群众应对意识淡薄等多方面问题。国外纽约、伦敦、东京等西方城市，虽然遭受过恐怖袭击，但这些城市都有比较成熟的应对机制。当这些城市发生恐怖活动时，一般都有比较成熟的机制来完成应对，这些先进的经验给长沙带来了许多有益的启示。针对长沙的具体情况，长沙市应该建立一个完善的城市反恐防范体系，，加强与国际国内相关城市反恐机构的协作；以长沙市人大及常委会牵头，完善城市反恐的地方性立法工作；特别要重视对市民的反恐应对意识教育，形成人防、物防、技防相结合的模式，同时，还要加强对反恐斗争的情报工作。针对恐怖袭击的特点和目标性，长沙市城市反恐的重点应该是重点防控城市轨道交通和商业基础设施。
[Abstract]:Urban terrorism has had a great impact on the political, economic and cultural conditions of various countries. Terrorism has generally chosen large cities as the targets of attack, in order to increase its influence and create more terror psychology for the public. With the development of new types of terrorism, Terrorist activities show a development trend of high-tech means of implementation and more politicized purposes; the main factors affecting urban terrorism are political factors, international factors, religious factors, national factors, and other factors, and high-tech terrorist attacks. Many kinds of terrorist attacks, such as cyber terrorist attacks and suicide bombings, have brought great disaster to people all over the world. Changsha has always been famous for its entertainment, catering, film and television culture. The construction of underground rail transit in Changsha is under way, and the pressure on the city of Changsha to fight terrorism has increased sharply. However, Changsha is located in an inland province because of its position in the inland provinces. There has not been a large-scale terrorist attack, Changsha city is faced with urban anti-terrorism experience is insufficient, the masses to deal with a lack of awareness and other aspects of the problem. Although foreign western cities such as New York, London and Tokyo have suffered terrorist attacks, these cities have relatively mature coping mechanisms. When terrorist activities occur in these cities, there are generally relatively mature mechanisms to complete the response. These advanced experiences have brought many beneficial revelations to Changsha. In view of the specific situation in Changsha, Changsha should establish a sound urban counter-terrorism prevention system, strengthen cooperation with relevant urban counter-terrorism agencies at home and abroad, and take the lead by the Changsha Municipal people's Congress and its standing Committee. To improve the local legislation on urban counter-terrorism; to pay special attention to the awareness education of the citizens in the fight against terrorism; to form a model of combining civil air defense, material defense, and technology prevention; and at the same time, In view of the characteristics and targets of the terrorist attacks, the urban counter-terrorism in Changsha should focus on the prevention and control of urban rail transit and commercial infrastructure.
