21世纪东亚地区格局变化中的中国国际责任分析

【摘要】：后全球金融危机时期，发达国家在世界经济逐步恢复的过程中，把“中国影响”成为重要的影响因子。东亚各国依据不同国情，怀以不同态度看待着中国的发展，，其中伴有疑虑、担心、紧张甚至恐惧，而美国重返亚洲将不可避免地增加周边国家对中国关注。基于此，为防止中国与周边国家的紧张因素发酵，中国外交与国防要有明确的战略目标，创造和平稳定的地缘环境和发展机遇，以期更好地实现国家利益。本文研究中国的国际责任是以明确国家身份为基础，出于维护国家根本利益和国际共同利益的目的进行考量。文中阐述了国家身份决定着一国的利益认知，因此，不同的定位会导致不一样的战略选择。崛起中的中国，遭遇身份与形象的转变，要求其不可避免的需要承担相应的国际责任。尤其是金融危机过后，中国的表现带给了世界较高的期望，世界期待中国的有所作为。所以，承担更多的国际责任成为中国实现自身利益的必然选择。这一现象主要从两个方面可以体现出来：一方面，世界上一些热点问题的出现与中国的实力增加与利益拓展有关，因此中国成为一些经济问题的参与者或者国际冲突的斡旋者；另一方面，西方主导的现有国际体制已呈现出疲态，在应对多元化的国际问题时难有成效，而中国的和平崛起有利于推动世界多极化进程中国际新秩序的建立，以化解旧有的矛盾。国际新秩序的建立，不仅是大国间综合国力的简单排序，并将关系到国际社会政治影响力的重建。在复杂多变的东亚国际格局转型中，中国要明确自身身份、强化战略利益、处理好不同责任的优先次序、塑造负责任的大国形象、有效地适应、应对目前正在变化的东亚安全新形势，成为中国可持续发展所面临的重要挑战。
[Abstract]:East Asian countries view China's development with different attitudes according to different national conditions, which is accompanied by misgivings, worries, tensions and even fears, while the return of the United States to Asia will inevitably increase the attention of neighboring countries to China.Therefore, in order to prevent the tension between China and the neighboring countries, China's foreign affairs and national defense should have clear strategic objectives, create a peaceful and stable geographical environment and development opportunities, in order to better realize the national interests.In this paper, China's international responsibility is based on a clear national identity, for the purpose of safeguarding national fundamental interests and international common interests.This paper expounds that national identity determines a country's interest cognition, therefore, different positioning will lead to different strategic choices.The rise of China, the identity and image of the transformation, it is inevitable to bear the corresponding international responsibility.Especially after the financial crisis, China's performance brings the world higher expectations, the world expects China to do something.Therefore, to assume more international responsibilities is an inevitable choice for China to realize its own interests.This phenomenon can be reflected mainly from two aspects: on the one hand, the emergence of some hot issues in the world is related to the increase of China's strength and the expansion of its interests, so China has become a participant in some economic problems or a mediator in international conflicts;On the other hand, the existing international system dominated by the West has shown fatigue, and it is difficult to achieve success in dealing with pluralistic international problems, and the peaceful rise of China is conducive to promoting the establishment of a new international order in the process of world multipolarization.To resolve old contradictions.The establishment of the new international order is not only a simple ranking of the comprehensive national strength among the great powers, but also related to the reconstruction of the political influence of the international community.In the transformation of the complex and changeable international structure of East Asia, China should define its own identity, strengthen its strategic interests, deal with the priorities of different responsibilities, create a responsible image of a big country, and adapt effectively to it.Coping with the changing security situation in East Asia has become an important challenge for China's sustainable development.
