冷战后中国参与国际机制的进程及利弊分析

【摘要】：冷战结束后,国际格局发生了深刻的变化,两极对峙的严峻形势不复存在,各种力量在重新整合。在全球化拓展的潮流下,世界各国相互依赖不断加强,国与国之间的关系越来越紧密,国际合作已成为一大趋势。在这种情况下,各种国际组织或共同体等非国家行为的作用日益显著。在国际交往中,寻求对话和合作,以机制的手段解决彼此间存在的问题和冲突,而不是选择对抗的方式,已经成为稳定和发展国与国关系的重要途径。因此,研究国际机制以及分析中国融入国际机制的利弊具有重要的理论和现实意义。新中国成立以来,与国际机制的接触大致经历了很少参与,初步参与和全面参与三个阶段,我们必须认真总结这一历程的成败得失。自九十年代以来,中国的改革开放不断深入发展,中国开始更加广泛地接触和了解国际社会,同时希望更加深入的融入国际社会,在国际社会中维护自身利益的同时,也为世界作出更大的贡献。本文重点从冷战后中国融入国际机制的进程入手,分别对国际政治机制、国际经济机制、国际安全机制等进行全面分析,总结出冷战后中国融入国际机制的几大特点:参与领域更全面、参与程度更深入、在机制内部的地位和作用更显著等特点,并进一步分析中国融入国际机制的利与弊,得出了中国融入国际机制弊大于利的结论。在利弊分析之后,本文继续探索,提出了今后中国继续融入国际机制所面临的挑战和采取的对策,以期对中国外交有所助益,从而更好地维护国家利益。总之,积极融入国际机制,在机制内部发挥作用,已经成为中国和平发展的必然选择。但是,也要看到当前绝大多数国际机制仍然处于西方国家把持和操纵之下,因此中国在融入国际机制过程中既要继续面对这种现实,又要迎接新的挑战。
[Abstract]:After the end of the Cold War, profound changes have taken place in the international structure, the grim situation of bipolar confrontation no longer exists, and various forces are being reintegrated.Under the trend of globalization, the countries in the world are becoming more and more interdependent, and the relations between countries are becoming closer and closer. International cooperation has become a major trend.In this context, the role of various non-state acts such as international organizations or communities is becoming increasingly prominent.In international exchanges, seeking dialogue and cooperation, solving problems and conflicts between countries by means of mechanisms, rather than choosing the way of confrontation, has become an important way to stabilize and develop state-to-state relations.Therefore, it is of great theoretical and practical significance to study the international mechanism and analyze the advantages and disadvantages of China's integration into the international mechanism.Since the founding of the people's Republic of China, the contact with the international mechanism has gone through three stages of little participation, preliminary participation and full participation. We must seriously sum up the success or failure of this process.Since the 1990s, with the deepening development of China's reform and opening up, China has begun to contact and understand the international community more extensively. At the same time, it hopes to integrate more deeply into the international community and safeguard its own interests in the international community.Also make greater contribution to the world.Starting with the process of China's integration into the international mechanism after the Cold War, this paper makes a comprehensive analysis of the international political mechanism, the international economic mechanism, the international security mechanism and so on.This paper summarizes the characteristics of China's integration into the international mechanism after the Cold War: more comprehensive participation, deeper participation, more prominent position and function within the mechanism, and further analyses the advantages and disadvantages of China's integration into the international mechanism.The conclusion is that China's integration into the international mechanism will do more harm than good.After the analysis of advantages and disadvantages, this paper continues to explore the challenges and countermeasures that China will continue to face in joining the international mechanism in the future, in the hope that it will be helpful to China's diplomacy and thus better safeguard the national interests.To sum up, it has become an inevitable choice for China's peaceful development to actively integrate into the international mechanism and play its role within the mechanism.However, we should also see that most of the current international mechanisms are still under the control and manipulation of Western countries. Therefore, China should not only continue to face this reality but also meet new challenges in the process of its integration into international mechanisms.
