【摘要】：关于美国问题和中美关系,陈云进行了深入、持久的观察与思考,提出了许多真知灼见。抗战胜利后,陈云对国共两党以及美苏两国等四方力量在中国东北地区的复杂博弈,特别是对美国对华政策和美苏、美蒋关系的实质进行了深入分析,认为当时东北问题的实质是美苏两国的战略争夺,虽然由于美国政府所采取的两面手法和美苏的战略博弈,东北地区的斗争是停停打打的长期战争局面,但从全国范围革命力量与反动势力斗争的发展过程来看,中国革命一定能够胜利。新中国成立前后,陈云就新中国的对外经济关系特别是对美关系指出,要准备帝国主义的长期经济封锁,但也要看到他们不可能把中国完全封锁死,要随时掌握时机,利用一切有利条件打破封锁。全面建设社会主义时期,他又指出,美国不承认不一定是坏事;中美两国国情差异很大,中国只能走适合自己的农业发展之路;对资本主义要很好研究。改革开放新时期,他提出,应从历史唯物主义观点来看中国与苏联以及西方国家的交往;既要看到外国的情况,又要看到中国的实际;要把搞外汇当作一个大题目来做,并且手头一定要有足够的外汇储备。这些观察与思考,紧紧把握世界经济和国际政治的主要矛盾以及我们党在对美外交上的战略考虑,始终与党领导人民进行革命、建设与改革的历史实践以及中华民族不断走向复兴的历史进程相连,立足于中国的具体国情和实际需要,来思考和解决中国的基本问题,切实维护中国国家利益。

Based on China's specific national conditions and actual needs, it is necessary to think about and solve China's basic problems and safeguard China's national interests.
