欧盟发展合作政策协调性特征研究

【摘要】：发展合作政策是欧盟重要的对外政策工具,具有欧洲一体化的深刻烙印。欧洲一体化的基本理念、欧盟独特的超国家行为体性质、组织形式和运行方式等因素决定了欧盟发展合作政策具有很强的协调性特征,这主要表现在三个方面:欧盟发展合作政策与欧盟其他相关内外政策之间的协调;欧盟与成员国在发展合作领域的政策协调;欧盟与其他国际援助方之间的协调。这种协调性特征对欧盟发展合作政策的形成、国际发展合作趋势以及欧洲一体化进程都产生了重要影响,并对中国援外政策有着重要启示。
[Abstract]:The development cooperation policy is an important foreign policy tool of the European Union and has a deep brand of European integration.The basic concept of European integration, the unique nature of supranational actors, the form of organization and the mode of operation of the EU determine the strong coordination characteristics of the EU's development cooperation policy.This is mainly manifested in three aspects: the coordination between the EU's development cooperation policy and other relevant internal and external policies of the EU; the policy coordination between the EU and its member States in the field of development cooperation; and the coordination between the EU and other international donors.This kind of coordination has had an important impact on the formation of the EU's development cooperation policy, the trend of international development cooperation and the process of European integration, and has important implications for China's foreign aid policy.
