东盟能源安全合作研究:区域公共产品视角

【摘要】:东盟作为一个与欧盟和北美自由贸易区有着不同特色的区域性国际组织,其独特的“东盟方式”决策模式与合作成效受到学者们的关注,有些学者认为东盟是一个松散的地区性组织,首脑峰会和部长会议完全是清谈场所,几十年的区域合作成效甚微,完全无法与欧盟发展相提并论;有些学者则认为东盟走过了近50年的发展历程,其本身的存续就证明东盟发展道路合理性。近年来东盟在能源安全合作进程中发挥积极作用,各成员国谋求协商一致商讨能源安全事宜,体现了东盟区域能源安全合作的包容性、平等性和公平性。该论文以东盟区域能源安全合作进程为研究对象,运用区域公共产品理论探讨在缺乏霸权和硬机制运作背景下,东盟如何在区域成员国间开展合作,集体供应区域公共产品,满足各国对能源安全的需求,综合构建区域能源安全保障平台。推动东盟区域公共产品供给合作的动力在于全球能源储量的日益枯竭和国内经济发展对能源刚性需求之间的矛盾日益尖锐,单凭一国力量无法有效应对能源安全困境,唯有通过区域资源整合,共同提供有效保障区域能源安全的公共产品,以集体力量应对能源安全困境,才是谋求区域能源安全的路径。东盟各国经济发展水平不一,能源资源禀赋各异,如何实现东盟区域公共产品的合作目标与各成员国对能源安全的发展目标相一致,成为东盟区域能源安全合作的关键。东盟方式作为东盟各国合作供给公共产品的决策方式,体现了区域合作的包容性、协商性和公正性。东盟各国在集体供给区域能源公共产品实践中,从能源公共产品的不同类别出发,采取多样化的供给汇总方式,保证了供给各方责任明晰,避免“搭便车”行为。同时东盟不断吸纳区域外国家和国际组织参与东盟能源公共产品供给,不断提升区域公共产品的质量和层次,体现了东盟能源合作的开放性和包容性特点。
[Abstract]:ASEAN, as a regional international organization with different characteristics from the European Union and the North American Free Trade area, has attracted much attention from scholars for its unique "ASEAN approach" decision-making model and cooperation effectiveness. Some scholars believe that ASEAN is a loose regional organization, summit summit and ministerial meeting is a clear talk place, and the regional cooperation has little effect for several decades, which can not be compared with the development of the European Union. Some scholars believe that ASEAN has gone through the development process of nearly 50 years, and its existence proves the rationality of ASEAN's development path. In recent years, ASEAN has played an active role in the process of energy security cooperation, and all member countries have sought consensus to discuss energy security issues, which reflects the inclusiveness, equality and fairness of ASEAN regional energy security cooperation. This paper takes the process of ASEAN regional energy security cooperation as the research object, and applies the theory of regional public goods to explore how ASEAN can cooperate among regional member countries to supply regional public goods collectively under the background of lack of hegemony and hard mechanism operation. To meet the energy security needs of countries, comprehensive construction of regional energy security platform. The driving force to promote ASEAN regional public goods supply cooperation lies in the increasingly sharp contradiction between the depletion of global energy reserves and the rigid demand for energy in domestic economic development, which alone cannot effectively cope with the energy security dilemma. Only through the integration of regional resources to provide effective public products to ensure regional energy security and to deal with the energy security dilemma collectively is the path to seek regional energy security. ASEAN countries have different levels of economic development and different endowment of energy resources. How to realize the cooperation goal of ASEAN regional public goods and the development goal of energy security of each member country is the key to ASEAN regional energy security cooperation. ASEAN mode, as the decision-making mode of ASEAN countries' cooperation to supply public goods, embodies the inclusiveness, negotiation and fairness of regional cooperation. In the practice of collective supply of regional energy public goods, ASEAN countries adopt diversified supply aggregates from different types of energy public goods, which ensures the clear responsibility of the suppliers and avoids the "hitchhiking" behavior. At the same time, ASEAN continues to attract foreign countries and international organizations to participate in the supply of ASEAN energy public goods, and constantly improve the quality and level of regional public goods, which reflects the openness and inclusiveness of ASEAN energy cooperation.
