日本官方发展援助制度及对我国的启示

【摘要】：官方发展援助是日本实现经济与政治利益的重要工具,尽管日本官方发展援助的战略目标随着国情与国际形势的发展存在相应的变迁,但"国家利益"始终是日本实施官方发展援助的根本基点。通过官方发展援助实现"国家利益",依赖于日本发展援助法律制度的保障与落实。日本已形成合理完善的对外援助法律体系、专业明确的援外政策指引体系、集中高效的援外实施体系以及客观有效的援外评价制度体系。日本在官方发展援助方面设定的战略目标及法律制度值得我国借鉴,我国应明确对外援助的战略目标并优化援外政策,加速援外立法进程,改革援外管理体制,重塑援外实施体系,完善援外评价体系。
[Abstract]:Official development assistance (ODA) is an important tool for Japan to realize its economic and political interests, although the strategic objectives of Japan's ODA have changed accordingly with the development of national conditions and the international situation. But the national interest has always been the fundamental basis for Japan's ODA. The realization of "national interest" through official development assistance (ODA) depends on the guarantee and implementation of Japan's legal system of development assistance. Japan has formed a reasonable and perfect foreign aid legal system, a professional and clear foreign aid policy guidance system, a centralized and efficient foreign aid implementation system and an objective and effective foreign aid evaluation system. The strategic objectives and legal system set by Japan in the field of official development assistance are worthy of our country's reference. China should clarify the strategic objectives of foreign aid and optimize its foreign aid policy, accelerate the process of foreign assistance legislation, and reform the foreign aid management system. Reshape the foreign aid implementation system and perfect the foreign aid evaluation system.
