美国对台湾地区的公共外交——以台湾美国资料中心的设立与运作为例

【摘要】：美国资料中心近年来在世界各地如雨后春笋般建立,这是21世纪以来美国政府在全世界范围内为重塑美国形象而拓展的公共外交新平台之一。自2005年至今,美国在台协会已经在台湾北、中、南部重要城市及其周边社区设立多家美国资料中心,并积极创设网络化的"虚拟美国资料中心",形成兼具实体机构和"虚拟社区"的覆盖网络。美国资料中心结合美国文化书籍参考服务和文化活动场所功能,在美国在台协会的协调之下,已经成为向台湾展示美国文化、促进相互理解和培育共同价值观的重要窗口,也是当前美国政府发挥软实力、塑造美国形象的工具,同时还是美国政府为重新确认"与台湾强有力关系"战略目标而实施文化外交的具体体现,具有长期性和很强的渗透性特征。
[Abstract]:In recent years, the United States Information Center has been established all over the world, which is one of the new platforms of public diplomacy developed by the United States government in order to rebuild the image of the United States in the world since the 21st century. Since 2005, the American Society in Taiwan has set up a number of American data centers in important cities in the northern, central and southern parts of Taiwan and their surrounding communities. And the virtual American data center is established actively to form the covering network of both entity organization and virtual community. The United States Resource Center has become an important window for showing American culture to Taiwan, promoting mutual understanding and fostering common values, in conjunction with the functions of American cultural reference services and cultural venues, and under the coordination of the American Association in Taiwan. It is also a tool for the US Government to exert its soft power and shape the image of the United States. At the same time, it is also a concrete embodiment of the US Government's cultural diplomacy in order to reconfirm the strategic goal of "strong relations with Taiwan." It is characterized by long-term and strong permeability.
