【摘要】：在国与国的交往中,对外援助所受到的关注度并不很高,但其影响力却是其他外交方式难以比拟,不管是对受援国,还是对援助国都有着深刻的意义。对外援助惠及整个国家,上至一国元首、下至平民百姓,它在国家关系中发挥着至关重要的作用。外交工具虽有很多,但对外援助却是形式最为多元化的。对外援助不仅可以以政治面貌出现,也可以以经济生产、财政预算、建筑工程、社会服务、医疗卫生、教育文化等方式出现,其承担的目标,可以是工程的竣工、医疗的供给、资金的结算等等,从而通过这些任务的完成来突显出我国的国际地位和经济效益。作为一个有着五千年文化的文明古国,我国在对外援助时常常将古老中国的这些文化底蕴和民族精神融入其中。同时,我国也是一个现代化的发展中国家和全球第二大经济体,对外援助必须始终服务于当代中国实现伟大民族复兴的战略目标。作为外交工作的重要组成部分,经过60多年的风雨历程,对外援助已经成为外交工作一个独具特色的亮点,不仅赢得了受援国的赞誉,建立了广泛而深厚的国际友谊,而且将我国的发展与受援国的发展牢牢连接在一起,实现了互利共赢。新形势下,对外援助需要继续围绕外交工作大局,紧扣合作共赢时代主题,围绕对外援助理念创新、对外援助结构改善、对外援助质量提高和对外援助管理改革,进一步加强对外援助相关问题研究,努力为我国经济转型升级发展做出新的贡献。
[Abstract]:In the interaction between countries, the attention of foreign aid is not very high, but its influence is incomparable to other diplomatic methods, both to the recipient country and to the donor country have profound significance. Foreign aid, which reaches the entire country, from a head of state to a civilian population, plays a vital role in state relations. Although there are many diplomatic tools, foreign aid is the most diversified. Foreign aid can appear not only in a political context, but also in the form of economic production, financial budget, construction engineering, social services, medical and health care, education and culture. The objective of its undertaking can be the completion of the project and the provision of medical care. Fund settlement and so on, through the completion of these tasks to highlight China's international status and economic benefits. As a civilized country with five thousand years of culture, our country often integrates these cultural details and national spirit of ancient China in its foreign aid. At the same time, China is also a modern developing country and the second largest economy in the world. Foreign aid must always serve the strategic goal of great national rejuvenation in contemporary China. As an important part of diplomatic work, after more than 60 years of hard work, foreign assistance has become a unique highlight of diplomatic work, not only won the praise of the recipient countries, but also established a broad and deep international friendship. Moreover, the development of our country and the development of recipient countries are firmly linked together, realizing mutual benefit and mutual benefit. Under the new situation, foreign aid needs to continue to revolve around the overall situation of diplomatic work, closely adhere to the theme of win-win cooperation, innovate the concept of foreign aid, improve the structure of foreign aid, improve the quality of foreign aid, and reform the management of foreign aid. To further strengthen the study of foreign aid related issues and make new contributions to China's economic transformation and upgrading.
