【摘要】：本文以1994—2001年日本的东盟地区论坛政策为研究对象，探讨日本的国家安全政策及其对多边主义的态度。首先论述了东盟地区论坛的建立情况，着重分析了冷战后日本的安全政策选择及其在东盟地区论坛建立过程中发挥的重要作用；其次探讨日本从1994年到2001年在东盟地区论坛中的实际外交，主要论述日本对东盟地区论坛的第一个阶段——建立信任措施阶段的政策。这一时期日本的政策呈现出了明显的阶段性和不平衡性。在1994—1997年这段时间内，日本积极支持东盟地区论坛的发展以及信任措施的建立；然而，从1998—2001年日本在推进论坛建立信任措施方面的外交活动大多以失败告终，日本对于论坛的态度也由主动支持变为消极应付，，由先前的乐观期待变为悲观现实。最后分析了日本对东盟地区论坛政策的发展趋势及这一趋势对中国国家安全的影响。
[Abstract]:Based on the ASEAN Regional Forum policy of Japan from 1994 to 2001, this paper discusses Japan's national security policy and its attitude towards multilateralism. First of all, it discusses the establishment of ASEAN Regional Forum, and analyzes the choice of Japan's security policy after the Cold War and its important role in the establishment of ASEAN Regional Forum. Secondly, it discusses Japan's actual diplomacy in the ASEAN Regional Forum from 1994 to 2001, and mainly discusses Japan's policy towards the first phase of the ASEAN Regional Forum, confidence-building measures. During this period, Japan's policy showed a clear phase and imbalance. During the period 1994-1997, Japan actively supported the development of the ASEAN Regional Forum and the establishment of confidence-building measures; however, most of Japan's diplomatic activities in promoting confidence-building measures in the Forum from 1998 to 2001 ended in failure. Japan's attitude toward the forum has also changed from active support to negative coping and from optimistic expectations to pessimistic reality. Finally, the development trend of Japan's policy towards ASEAN Regional Forum and its influence on China's national security are analyzed.
