欧洲工会联合会的反紧缩战略:2010-2014

【摘要】:2010年至2014年这四年被欧洲工会联合会现任总书记卢卡称为"欧洲工会历史上最糟糕的时期"。1具体而言,一方面,在欧盟与各成员国政府讨论和采纳紧缩政策过程中,欧洲工会处在被边缘化的地位;另一方面,紧缩政策在欧盟成员国中陆续实施后,欧洲工会所采取的反紧缩行动也收效甚微。案例研究从欧洲工会所采取的反紧缩战略的角度切入,讨论欧洲工会反紧缩运动效果不理想的原因。主要回答三个问题,欧洲工会采取了什么样的反紧缩战略;欧洲工会的反紧缩战略有什么样的效果;为什么欧洲工会的反紧缩战略效果不理想。首先讨论2010年至2014年导致欧洲工会影响力降低的主要因素,这是研究欧洲工会反紧缩战略的背景。然后选取欧洲工会联合会(欧工联)作为案例,概述欧工联的发展历程和它在欧洲反紧缩运动中的重要地位作为案例选择的依据,再对其在2010年至2014年中所采取的反紧缩战略作具体的分析:1)将欧工联的反紧缩行动划分为宣传与游说、游行与罢工两大类;2)分两个时期,研究欧工联反紧缩宣传与游说的战略内容及成效;3)以2012年"欧洲行动和团结日"为案例,分析欧工联反紧缩游行与罢工的战略内容及成效;最后对四年中欧工联反紧缩行动所采取的战略做一个总体性的分析。中心观点是:以欧工联为代表的欧洲工会组织试图通过采取内部(以政治游说为代表)以及外部(以游行与罢工为代表)的反紧缩战略,从欧盟机构内外两个方向对欧盟的紧缩政策施加影响,以达到反紧缩的目标。并且,在内外两种反紧缩战略中,以欧工联为代表的欧洲工会组织都进行了战略上的创新——如宣传与游说行动中投资计划的提出,以及游行与罢工行动中出现的联合大罢工行动。但由于缺乏一个统一的、有力的反紧缩战略,以欧工联为代表的欧洲工会组织的反紧缩战略效果不佳。
[Abstract]:From 2010 to 2014, the four years by Luca, the current general secretary of the union of European Union unions, called "the worst period in European Union history",.1, on the one hand, the European Union was marginalized in the process of discussing and adopting austerity policies in the European Union and its member governments; on the other hand, the austerity policy was in the EU member countries. After the continued implementation, the anti austerity action taken by the European Union also has little effect. The case study, from the angle of the anti austerity strategy adopted by the European Union, discusses the reasons why the effect of the European Union anti austerity movement is not ideal. The main answer is three questions, what kind of anti austerity strategy the European Union has adopted; the anti austerity war of the European Union trade union. The effect of the European Union's anti austerity strategy is not ideal. First, it discusses the main factors that lead to the reduction of the European Union's influence from 2010 to 2014. This is the background of the study of the anti austerity strategy of the European Union. Then, the European Union of trade unions (EU) is selected as a case to summarize the development process of the European Union. Its important position in the European anti austerity movement is the basis of case selection, and then it makes a concrete analysis of its anti austerity strategy in 2010 to 2014. 1) it divides the anti austerity action of UF into two categories: propaganda and lobbying, parade and strike, 2) and two periods to study the strategy of anti austerity propaganda and lobbying of the European Union. Content and effectiveness; 3) taking the 2012 European action and unity day as a case to analyze the strategic content and effectiveness of the anti austerity parade and strike of the union, and finally make an overall analysis of the strategy adopted by the China European Union for the anti austerity action in the last four years. The central point of view is that the European Union Organization represented by the European Union of industries is trying to adopt the internal system. The anti austerity strategy, represented by political lobbying as a representative) and the external (by parade and strike), exerts an influence on the European Union's austerity policy in two directions inside and outside the EU institutions, in order to achieve the goal of anti austerity. And in the two anti austerity strategies, the European Union of trade unions, represented by the European Union of industries, has made a strategic innovation. Such as the proposal of the investment plan in propaganda and lobbying, and the joint strike action in the parade and strike action. But the anti austerity strategy of the European Union organization, represented by the European industry union, is not good because of the lack of a unified and powerful anti austerity strategy.
