外交视阈下中国软权力的构建思路研究

【摘要】：自上世纪80年代末美国学者约瑟夫·奈提出“软权力”后,软权力问题日益引起了世界上众多国家学术界乃至政界的高度关注和重视。无论是从中国自身需要出发,还是以全球性眼光看待,抑或是站在历史的高度审视,中国软权力构建都具有重大的现实意义。本文在对软权力相关理论进行厘清、对中国软权力发展现状作出较为全面、客观的评价基础上,试图提出一套较为系统的、具有现实可操作性的中国软权力构建的战略和路径,为新时期中国软权力发展的实践提供参考和借鉴。从理论上看,软权力构建的要素可以分为三部分:硬实力、软实力、外交智慧和策略。从中国软权力发展实践看,中国近年来积极探索软权力的构建与运用,不仅为中国在国际社会中树立起了良好的国家形象,还为本国经济社会发展营造出了一个相对友好、和平与稳定的国际大环境。与此同时,也应看到,中国软权力仍然薄弱,尤其与美欧等发达国家相比差距较大,发展中所面临的问题也还显得繁杂和突出。究其根源,一是宏观规划的缺失;二是行为主体的单一;三是体制机制不健全;四是实践经验不丰富。立足于中国软权力发展中出现的主要缺陷和不足、现象背后的深刻原因,本文试图勾勒出中国软权力构建的基本思路。其一,战略规划。对中国软权力发展战略的战略思想、战略框架、战略重点等进行较为系统、完整的论述和探讨。其二,机构设置。软权力构建涉及到经济、军事、外交、文化等许多方面,有必要建立起一个统一权威机构,专门承担起发展中国软权力的重要职能。其三,重要着眼点。一是广泛参与国际制度,着力提升国际制度的塑造权;二是努力完善文化产业体制机制,切实增强文化对外传播能力;三是积极建设非政府组织,有效开展民间外交。
[Abstract]:Since Joseph Nye, an American scholar, put forward "soft power" at the end of 1980s, the issue of soft power has attracted more and more attention from academic circles and even political circles in many countries in the world. Whether it is from the needs of China itself, from a global perspective, or from the perspective of history, the construction of soft power in China is of great practical significance. On the basis of clarifying the relevant theories of soft power and making a more comprehensive and objective evaluation of the present situation of soft power in China, this paper tries to put forward a set of strategies and paths for the construction of soft power in China, which is more systematic and practical. It provides reference and reference for the practice of soft power development in China in the new period. Theoretically, the elements of soft power construction can be divided into three parts: hard power, soft power, diplomatic wisdom and strategy. From the practice of soft power development in China, in recent years, China has actively explored the construction and application of soft power, which has not only created a good national image for China in the international community, but also created a relatively friendly one for the development of its own economy and society. A peaceful and stable international environment. At the same time, we should also see that China's soft power is still weak, especially compared with the developed countries such as the United States and Europe. The root causes are the lack of macro planning, the singularity of the behavior subject, the unsound system and mechanism, and the lack of practical experience. Based on the main defects and deficiencies in the development of soft power in China, and the profound reasons behind the phenomenon, this paper attempts to outline the basic ideas for the construction of soft power in China. First, strategic planning. This paper makes a systematic and complete discussion on the strategic thought, strategic framework and strategic emphases of China's soft power development strategy. Second, the establishment of the organization. The construction of soft power involves many aspects such as economy, military affairs, diplomacy, culture and so on. It is necessary to set up a unified authority to take on the important function of developing soft power in China. Third, the important point of view. One is to participate extensively in the international system and to promote the shaping right of the international system; the other is to make great efforts to perfect the institutional mechanism of the cultural industry and effectively enhance the ability of cultural dissemination abroad; third, to actively build non-governmental organizations and effectively develop folk diplomacy.
