中国与土库曼斯坦天然气合作现状、问题与前景

【摘要】：改革开放三十多年以来，我国经济取得了有目共睹的巨大成就。但是，多年来粗放型的经济增长方式使我国的能源问题凸显。目前，我国的能源消费结构仍以煤炭为主，而石油与天然气的比重在迅速上升。无论是石油或天然气，从目前国内的探明储量和开采情况来说，都无法满足需求，只能依赖大量进口。而油气资源丰富的土库曼斯坦，自然成为我国能源政策的重要选择。2009年底中国—中央天然气管道正式通气，标志着中国与土库曼斯坦的能源合作取得实质性进展。近几年，国际社会对环境保护的越来越重视，天然气作为清洁能源在能源市场上的地位迅速上升。随着近年来土库曼斯坦天然气探明储量的不断增加，，其天然气出口国的地位愈显重要但是伴随而来的是欧美及俄罗斯对其油气资源的激烈争夺。本文以地区大环境为背景，从中国与土库曼斯坦的天然气合作着手，对中土两国天然气合作从接触到现状进行分析，并指出其中问题及两国天然气合作面对的挑战等，最终对两国能源合作前景进行展望。笔者以为，对于中国来说，与土库曼斯坦的能源合作是十分重要的，这将促进中国的能源供应安全。而对于土库曼斯坦来说，中国作为巨大的能源消费市场也是其不可拒绝的。但是，两国合作中存在的种种问题，需要双方不断深化各方面的合作来推动两国关系全面深入发展。
[Abstract]:Since more than 30 years of reform and opening up, China's economy has made remarkable achievements. However, for many years, extensive economic growth mode makes our country's energy problem prominent. At present, the energy consumption structure of our country is still dominated by coal, and the proportion of oil and natural gas is rising rapidly. Both oil and gas, from the current domestic proven reserves and production conditions, can not meet demand, can only rely on a large number of imports. Turkmenistan, which is rich in oil and gas resources, has naturally become an important choice of energy policy in our country. At the end of 2009, China-central gas pipeline formally ventilated, indicating the substantial progress of energy cooperation between China and Turkmenistan. In recent years, the international community pays more and more attention to environmental protection, and the status of natural gas as a clean energy in the energy market is rising rapidly. With the increasing of proven reserves of natural gas in Turkmenistan in recent years, the status of natural gas exporting country of Turkmenistan has become more and more important, but with it comes the fierce competition between Europe and America and Russia for its oil and gas resources. Taking the regional environment as the background, this paper analyzes the natural gas cooperation between China and Turkmenistan from the point of contact to the present situation, and points out the problems and the challenges faced by the two countries' natural gas cooperation. Finally, the prospect of energy cooperation between the two countries is prospected. The author thinks that energy cooperation with Turkmenistan is very important for China, which will promote China's energy supply security. For Turkmenistan, China is also a huge energy consumption market. However, the problems existing in bilateral cooperation require both sides to deepen cooperation in various fields to promote the comprehensive and in-depth development of bilateral relations.
