中国对中亚的石油战略及对经济发展的影响

【摘要】：当今时代,石油是一种战略资源,深刻影响着国家的建设发展。中国是世界上最大的发展中国家,在科学发展观引领下,发展势头良好,有效应对了国际金融危机冲击,实现了经济平稳较快发展。这些都离不开能源特别是石油的保障。中国的经济发展对石油的依赖性很大,可以说,石油是中国能否实现可持续发展的关键要素。但是,传统中国石油来源地存在缺陷,特别是来源多元化方面一直存在问题,未能有效实现石油来源的多元化,而这又是中国发展所必需的,所以,将目光投向中亚将是一个极佳的选择。中亚与中国毗邻,地藏丰富的石油资源,与中国传统友谊源远流长,同其他石油供应地相比较具有多方面的优势,加强同中亚地区的能源合作关系,将有利于中国顺利实现石油来源多样化战略。也正是从这个角度考虑,我们需要制定稳定、有效、恰当的中国中亚石油战略。本文通过回顾中国对中亚石油战略实施过程中取得的成就和遭遇的挫折,分析了中国当前在石油安全方面的挑战等状况,并且深入剖析了其中的原因,并在此基础上,提出了自己的看法和对中国对中亚石油战略的合理化建议,分析了中亚石油战略对中国经济的影响。从整体结构上划分,本文主要有以下五个部分组成: 第一部分是引言。主要介绍选题和研究的意义,分析国内外研究情况,解释相关概念和名词,说明研究内容、研究方法和创新点。第二部分详细介绍中国石油安全形势及实施的中亚石油战略。主要是剖析当前中国石油安全现状,回顾梳理中国中亚石油战略构成,解读当前中国中亚石油政策。第三部分介绍中国中亚石油战略取得的成就及存在的问题和原因。这一部分,选取其中的一些重要因素,来展示中国对中亚石油战略所取得的成就、遭遇挫折和分析这些情况产生的原因。第四部分是针对中国的中亚石油战略所提出的合理化建议和对策。本部分,针对存在的问题,分别从企业、政府、国际组织等方面提出相应对策建议,解决上面提到的中国中亚石油战略的相关问题。第五部分是分析中亚石油战略对中国经济的影响。这一部分主要从实施中亚石油战略在保障中国石油战略安全,推动经济特别是西部地区经济发展、加快实现经济区域一体化等方面来逐一介绍。
[Abstract]:Nowadays, petroleum is a kind of strategic resource, which deeply influences the construction and development of our country. China is the largest developing country in the world. Under the guidance of scientific development concept, China has a good development momentum, has effectively responded to the impact of the international financial crisis, and has achieved steady and rapid economic development. These can not be separated from energy, especially the protection of oil. China's economic development depends heavily on oil. It can be said that oil is the key factor for China's sustainable development. However, there are defects in the traditional source of Chinese oil, especially in the diversification of sources, which has not been able to effectively realize the diversification of oil sources, which is necessary for the development of China, so, Looking at Central Asia would be an excellent choice. Central Asia, which is adjacent to China and rich in oil resources, has a long history of traditional friendship with China. It has many advantages over other oil suppliers and has strengthened its energy cooperation with Central Asia. Will be conducive to the smooth realization of China's oil source diversification strategy. It is from this perspective that we need to formulate a stable, effective and appropriate Chinese oil strategy for Central Asia. This paper reviews China's achievements and setbacks in the implementation of the Central Asian petroleum strategy, analyzes the current situation of China's oil security challenges, and deeply analyzes the reasons for this, and on the basis of this, The author puts forward his own views and rationalization suggestions on China's petroleum strategy in Central Asia, and analyzes the influence of the petroleum strategy in Central Asia on China's economy. From the overall structure of the division, this paper has the following five parts: The first part is the introduction. This paper mainly introduces the research topics and the significance of the research, analyzes the research situation at home and abroad, explains the related concepts and nouns, explains the research contents, research methods and innovations. The second part introduces China's petroleum security situation and the implementation of the Central Asia petroleum strategy in detail. This paper analyzes the present situation of China's petroleum security, reviews the composition of China's petroleum strategy in Central Asia, and interprets the current China's petroleum policy in Central Asia. The third part introduces the achievements, problems and reasons of China's petroleum strategy in Central Asia. In this part, some important factors are selected to show the achievements of China's petroleum strategy in Central Asia, encounter setbacks and analyze the causes of these situations. The fourth part is aimed at China's petroleum strategy in Central Asia put forward reasonable suggestions and countermeasures. This part, aiming at the existing problems, puts forward the corresponding countermeasures and suggestions from enterprises, governments, international organizations and so on, and solves the related problems of China's petroleum strategy in Central Asia mentioned above. The fifth part is to analyze the impact of Central Asia petroleum strategy on China's economy. This part mainly introduces the implementation of the Central Asian petroleum strategy in ensuring the safety of China's petroleum strategy, promoting economic development, especially in the western region, and speeding up the realization of regional economic integration.
