东盟安全治理机制及其域外扩展研究

【摘要】：东盟在维持地区稳定和促进地区合作中发挥了积极的作用。作为一个没有区域性大国主导的国际组织，东盟不仅实现了区域内部的整合，确立了以不干涉内政、协商一致原则为基础的地区行为规范，而且与域外大国保持着良好的互动关系，将“东盟规范”扩散到东亚安全治理进程中，，有效地推动了东亚的区域一体化进程。本文从东盟与域外大国的互动历程出发，集中探讨东盟与域外大国在地区安全治理上的合作。首先从内部进程和外部进程两个方面出发探讨东盟安全治理的现状，以及东盟走向安全共同体的制度化进程；通过考察东盟安全治理机制如何实现向区域外大国扩展，以及当前东盟主导的东盟地区论坛、第二轨道外交等机制的运行方式，分析区域外大国参与区域安全治理的途径和方式；以大国对东盟地区规范建构产生的影响和冷战后“东盟规范”在域外大国的扩散为出发点深入分析东盟安全治理机制中的大国因素；然后讨论东盟安全治理当今面临的挑战及其对东亚地区一体化会产生怎样的影响；最后本文得出的结论是东盟对域外大国所采取的平衡战略达到了预期目标，但是对于东盟来说，将“东盟规范”继续推广，并且真正内化为地区安全行为准则才是维护东南亚乃至东亚安全的最有效的战略。
[Abstract]:ASEAN has played an active role in maintaining regional stability and promoting regional cooperation . As a leading international organization without regional power , ASEAN has not only achieved regional integration , established regional codes of conduct based on non - interference in internal affairs and consensus , and has effectively promoted the regional integration process in East Asia .
The ways and means of participating in regional security governance are analyzed through investigating how the ASEAN security governance mechanism can realize the expansion of regional outside powers , the ASEAN - led ASEAN regional forum , the second track diplomacy and other mechanisms .
On the basis of the influence of the great powers on the construction of ASEAN regional norms and the ASEAN norms after the cold war , we deeply analyze the major factors in the ASEAN security governance mechanism .
Then discuss the challenge of ASEAN security governance today and how it will affect the integration of East Asia .
The conclusion is that the balance strategy adopted by ASEAN to the outside world is the expected goal , but it is the most effective strategy to maintain the security of Southeast Asia and East Asia .
