地区安全复合体视角下上海合作组织的发展动力

【摘要】：上海合作组织作为一个地区性合作组织已存在十余年，并且正在发展、壮大，发挥着越来越重要的作用。上海合作组织的发展对于中国参与区域性合作，构建和谐地区具有重大的现实指导意义。主要探讨在地区安全复合体视角下上海合作组织的形成动因、发展的动力与未来前景展望。文章对地区安全复合体理论进行综述，，用该理论解释上海合作组织的建成与发展的动因。主要介绍了地区安全复合体理论的概念、特征、安全合作的议题、研究方法以及安全动力，并指出上海合作组织的建立、形成、安全合作的议题、发展动力与这一理论的主要契合处。具体阐述为从国内层次分析“上海五国”机制建立的动力以及发展为上海合作组织的必然，并就上海合作组织在安全合作领域的议题进行了详细论述；从区域层次分析中俄两国对上海合作组织成立的巨大推动作用以及中俄两国的利益协调对上海合作组织的重大意义；从地区间层次分析上海合作组织与周边地区国家的安全互动，以上海合作组织的扩大为研究对象；从大国层次分析美国对上海合作组织的态度转变与对策，上海合作组织如何处理好美国因素的影响，以实现共赢。分析上海合作组织内部发展中的挑战与动力，指出如何有效应对挑战，以促进上海合作组织获得长足进展。在当今国际安全形势发生重大变化的时代背景下，研究上海合作组织具有重大的现实意义。通过对本文的总结与梳理得出结论并指出不足之处，阐述了对上海合作组织美好前景的信心与希望。
[Abstract]:As a regional cooperation organization, Shanghai Cooperation Organization (SCO) has existed for more than ten years, and is developing and expanding, playing a more and more important role. The development of Shanghai Cooperation Organization is of great practical significance for China to participate in regional cooperation and build a harmonious region. This paper mainly discusses the formation motivation, development motive force and future prospect of Shanghai Cooperation Organization from the perspective of regional security complex. This paper summarizes the theory of regional security complex and explains the motivation of the establishment and development of Shanghai Cooperation Organization. This paper mainly introduces the concept, characteristics, security cooperation issues, research methods and safety motivation of the regional security complex theory, and points out the issues of the establishment, formation and security cooperation of the Shanghai Cooperation Organization. The main consonance between the motive force of development and this theory. In order to analyze the motive force of the establishment of the "Shanghai five" mechanism and the necessity of its development into the Shanghai Cooperation Organization at the domestic level, this paper discusses in detail the issues of the Shanghai Cooperation Organization in the field of security cooperation. From the regional level, this paper analyzes the great promoting role of China and Russia to the establishment of the Shanghai Cooperation Organization and the great significance of the coordination of the interests of China and Russia to the Shanghai Cooperation Organization. To analyze the security interaction between the Shanghai Cooperation Organization (SCO) and the neighboring countries at the regional level, and to take the expansion of the SCO as the research object, and to analyze the changes and countermeasures of the attitude of the United States towards the SCO at the level of the great powers. Shanghai Cooperation Organization how to deal with the impact of American factors in order to achieve a win-win situation. This paper analyzes the challenges and driving forces in the development of the Shanghai Cooperation Organization, and points out how to deal with the challenges effectively in order to promote the rapid progress of the Shanghai Cooperation Organization. It is of great practical significance to study the Shanghai Cooperation Organization (SCO) under the background of great changes in the international security situation. By summing up and combing out the conclusion and pointing out the inadequacies, this paper expounds the confidence and hope for the bright prospect of the Shanghai Cooperation Organization.
